Speech: Some Quick Remarks.

Today the world is being overtaken by state terrorism lead by US imperialists and its lackeys. International laws, practices and values evolved through centuries of human civilization are being trampled under the boots and greed of Corporate Capital.

The US attempt to establish its military hegemony all over the world is directed to compensate for its loss of leading position in the world economy and global crisis of capitalism.

United States is trying to grab control of natural resources the world over, and plunder the world economy in its own interest. It is also trying to gain control of gas and oil in Bangladesh, both offshore and inland, water and mineral resources.

From Afghanistan to countries in South Asia and beyond, USA and its allies and multinationals are trying to control the huge natural resources and military strategic points.

The war, military build up and expanding military-industrial-financial complex being perpetrated by imperialism is depriving humanity from the real possibilities eradicating, hunger ,disease, illiteracy, unemployment and homelessness, for ensuring security, development and improvement of living condition of people and protecting earth from environmental degradation and climate change.

United States is doing everything to provoke war, clashes, tension and arms race in South Asia. The US-India Military Strategic Alliance and Nuclear Deal pose a great threat to security of the countries in the region including India.

The militarization globally, regionally and internally in different countries is giving rise to “hard states”. A huge military establishment is eating up great portions of the national budget. Military and weaponry continues to increase. However the so called security threats never decrease. On the other hand the perceived security threat requires more and more allocations for the military. The military empire thus play a de-facto role in power, threatens and disrupts civilian rule and democracy; encroaching upon fundamental and human rights,

A virtual war is going on to control the water ways in the Bay of Bengal and Indian Ocean. Recently US organized several biggest Naval Exercises in the region.

It is high time the countries of South Asia sit together to resolve their disputes in a peaceful manner, renounce war, stop suicidal arms race and unite against US strategy of hegemony in the region.

Today the struggle for peace is not only relevant but it is most urgent to save mankind from catastrophy.Our peace movement should not only unite the anti-imperialist forces but all progressive,democratic,humanist,forces in favor of peace,irrespective of their political orientation.

Bangladesh Peace Council is going to organize Asia Pacific Peace Conferences on 4^th and 5^th June in Dhaka.

The conference will focus on NATO’s war and expansion in South Asia US military strategic move in Bangladesh and the region.

Religious extremism, fundamentalism and its utilization by US and international reaction.

Danger of Nuclear Proliferation in South Asia.

War and Climate issue.

Foreign military bases mostly US are a great threat to peace and security of the world and sovereignty of all nation states. The military bases are being used as an instrument of imperialist hegemony.

Bangladesh fought an armed liberation struggle against the Pakistani rulers in 1971 when Pakistan had US military bases within its territories and was bound by military pacts with
the United States.

The US has no military bases as such in Bangladesh but it has some facilities which are secretly used for military purposes. United States continue pressure on our country for extending military facilities in St, Martins Islands, Monpura, Dulahajra etc.

Imperialist strategic interest focus on Bangladesh due to its proximity with, China Myanmar, Nepal, North Western India and the Bay of Bengal. The oil, gas, water resources and some rare minerals, discovered in Bangladesh attracts multinationals and along with them the imperial military power.

With a view control the entire region the United States is rapidly escalating its Military and Naval presence in theAsia-Pacific region,particularly in the Bay of Bengal and Indian Ocean. Recently biggest Naval Exercise took place in the region under the leadership of US and participation of Bangladesh. Frantic competition is going on to control the sea surrounding the region.

The US-India Nuclear deal and Strategic Alliance threatens not only India's independence and security but also jeopardize sovereignty of Bangladesh and the entire region. The US strategy is to control and usurp the energy and other resources of the region and also contain China. China is fast gaining leading position in the world economy. The United States tends to be more desperate while loosing its leading position in the global economy which faces sunamy of continuing crisis intrinsic in the capitalist system.

The US and NATO powers continue to increase the number of bases all over the world, increase their weaponry and combatants. But now they try to use the whole world as their base. They occupy Afghanistan, Iraq, and trying it in Libya. More over in countries like Bangladesh, Pakistan and India the governments offered its land, air and waters to United States and its allies for their use during the war against Afghanistan and Iraq.

Bangladesh has several treaties with the US which was never made public. These agreements, it is reported includes, SOFA, HAANA, Indemnity, and communication technology etc which greatly undermine the sovereignty of Bangladesh. Such agreement sallow US to send troops and arms to Bangladesh any time they like without any hindrance, ensures Immunity to citizens of USA. No citizen Of United States even committing criminal offense or even genocide can be tried in Bangladesh court of
law, or be handed over to international court of Justice.

As a matter of fact there were more than two occasions when US marine forces intruded into Bangladesh territory in the name of so called humanitarian assistance without any prior permission of Bangladesh government. The United States has taken upon itself the role of policing the whole world directly or by proxy. They use their overwhelming military might, their Military and mobile Naval bases, occupied territories, as well as the air, land and water spaces in many countries of the world, to impose their will
and plunder resources.

The global assault of imperialism be it in Guantanamo, Cuba or Libya or Bangladesh, Iraq, Afghanistan or Palestine, must be resisted globally with a broad unity and united action of not only anti imperialist forces but also all forces fighting for peace, freedom, human development and safety of all life forms in our planet.

History of Palestine is the history of deprivation of a nation’s right to freedom, safe homeland and independent state hood.

It is a history of brutalities, killings, violation of basic human rights, obliteration of thousands of homes, villages and cities, forcible separation, segregation and migration and perpetration of a policy of elimination and extinction of Palestinians as ethnic entity.

I must salute the people of Palestine for their heroic struggle for existence and fundamental rights guaranteed by UN charter and other international treatise.

It is shame on us, living in a civilized world, as we claim, that we failed to stop the inhuman atrocities of Zionism, its colonisation, apartheid and racism.

Not only in Palestine , presently throughout the world, forces of International reaction lead by United States of America continue a war of aggression, covert or overt to occupy and establish, military economic and political hegemony. Right to freedom, democracy, peace and progress is being trampled all over the world on different pretexts. Atrocities continue against nationalities, ethnic and religious minorities in our countries, regions and the world over.

The separation and segregation of Palestinians as vividly described by speakers here is not an exception. Here in the Indian subcontinent the colonial rulers divided and separated nations such as Bangla and Punjab and ultimately partitioned India and Pakistan along religious lines. This resulted in innumerable killings riots and human sufferings leading to one of the largest human migration in human history. India , Pakistan and Bangladesh till today carry the legacy of this divide and rule policy of British colonialists. We support Palestine , because we also want to defend our sovereignty, independence and freedom against encroachments. We should take a principled position in both domestic and international policy. A policy opposed to aggression, repressions and discrimination within our countries and internationally. We in Bangladesh are duty bound to protect the inalienable rights of all the nations and nationalities on this earth. A right secured by the people of Bangladesh after a blood bath during our liberation struggle in 1971.

The global war launched by reaction against peace, freedom, democracy and progress has to be fought globally by people all over the world. Solidarity movement for Palestine is closely linked with this world wide struggle which is an urgent requirement for the protection of rights of peoples and safety of mankind and the earth itself.

Unfortunately many countries once actively supporting Palestinian cause are now almost silent. Many governments do so because they don’t want to displease the Americans. We can’t support Palestine while we build closer ties with USA or Israel . To support the cause of Palestine we must oppose the aggressive policies of USA . The strategy of alliance with USA and Israel also includes the strategy against Palestine , they are integrated.

Despite everything the people’s power is invincible. People all over the world, India , Bangladesh , and even people in USA and Israel itself are becoming more vocal and active in support of the just cause of Palestine .

Let us work to build up active and popular struggle for a just peace for Palestine .

SUPPORT STRUGGLE OF THE GARMENT WORKERS OF BANGLADESH .

More than three million garments workers in Bangladesh are on strike in support of their demand for taka 5000 (US Dollar 70) as monthly basic wage, other frinze benefits, trade union rights according to law and ILO convention, rights and benefits ensured by labour laws, compliance to regulations ensuring work place safety etc. In the face of sporadic movements of workers in various parts of Bangladesh for better wages and living conditions government formed a minimum wage board which on 28th July declared taka 2000 as basic monthly minimum wage + taka 800 as house rent and taka 200 as medical allowance. Gross minimum being taka 3000.
Garment Workers are paid lowest wages in comparison to most of the other workers employed in Bangladesh.It is also the lowest in relation to Garment Workers of other countries including Nepal . Cheap labour and extreme exploitation is the main source of high profit in Garment sector. In the face of spontaneous uprising of millions of Garment workers on 2nd May 2006, the Minimum Wage Board declared taka 1662.50 (US Dollar 25) as gross minimum wage. Such a low wage compelled the garment workers to live in inhuman conditions. Despite prevailing labour laws almost all workers in the garment sector are deprived of trade union rights. Attempts to form trade union were thwarted by severe repression, dismissal, arrest assault by hired hooligans of employers. Thousands of workers loss their life due to non-compliance of workplace safety regulation causing accident, fire and stampede. Such a situation was the reason for the chronic unrest in the sector. The declaration of the new minimum wage on 25th of July could not satisfy most of the workers, Furthermore the wages in the upper grades were not increased proportionately. Nor deed the Wage Board award mention about minimum wages in the sweater, knit, and piece rate workers. Moreover it was announced that the new sturcture will be effective from November 1, which is unusual. The lideclaration caused resentment amongst garment workers . Many trade union leaders rejected the proposal.Workers of Readymade Garment(RMG) in the Tejgaon industrial area in the capital city of Dhaka went on spontaneous strike on 30th of July. Police attacked peaceful demonstration and many workers were injured and arrested. Late at night, house of several trade union leaders were raided by the police and the advisers of Garment Trade Union Center , the biggest trade union in the RMG sector advocate Montu Ghosh was arrested. False cases were filed against leaders of Garment workers including more than 30,000 workers. Large scale repressions, arrest, assault by police and hooligans hired by employers further agitated the workers. On the 31st of July strike and massive demonstrations spread in all the industrial areas in and around the capital city of Dhaka . A press conference organised by 12 trade unions of garment workers called upon the government and employer to stop repression, release trade union leaders, withdraw warrant of arrest and false cases against activist and workers. The press conference addressed by veteran trade union leader Manzurul Ahsan Khan,also adviser of Garment Workers Trade Union Center GWTC called upon the government and employers to initiate bipartite and tripartite negotiation to settle the labour dispute. Unfortunately the government continued arrest and repressions.The government organised a fake tripartite meeting at the office of the Garment Owners Association which failed to reconsider any of the demands of the workers. The so-called tripartite meetings announced that the factories will run from Monday, 2nd of August, The failure of the government and employers to reconsider demands of the workers and brutal repression further infuriated the workers and the strike struggle and demonstrations spread throughout the country. Police fired on peaceful demonstration of workers, injuring hundreds. Hundreds of workers were arrested. Hired hooligans and muscle men are going to slums and workers colonies to find out activist and beat them up..A reign of terror has been unleashed on the workers.Police is not allowing workers to demonstrate on the streets.Political and other mass organisations are not being allowed by to organise any programme to express solidarity to RMG workers.Print media and electronic media are undersecret censorship not to publish any news about the struggle of the workers and brutal violation of trade union ,democratic and human rights.Mantu Ghose has been taken into police custody on remand for nine days..Every one knows that in Bangladesh people are taken on remand for interrogation and torture.Quite often during such times prisoners are killed and stories are concoted saying that they were killed during cross fire or so called encounter.Many were killed this way during the tenure of last governments.The present government was elected about 17 months back.Despite electoral commitment that there will be no more extra judicial killings,more than 100 people were killed in so called cross fire.
The workers continue to fight despite ruthless repressions.

Garments Workers Trade Union Center and 11 other trade unions of Garment workers have called upon international trade unions, trade unions of different countries, all workers of the world, all humanitarian organisations to come forward in support of the demands of striking garment workers of Bangladesh express solidarity, condemn repression and demand release of Montu Ghosh and other leaders of trade union.

What should be the minimums wage for garment Workers in Bangladesh?

More than 30 million Garment workers of Bangladesh are fighting for Tk. 5000 as minimum monthly basic wage. Their demands include trade union rights according to laws and ILO conventions, all rights and other fringe benefits ensured by lobour laws.

Recently government has more than doubled the salary and benefits for The President, Prime Minister, Ministers and Parliament members.
Pay scale of Government employees has also been declared.
The lowest scale for peons etc. is Tk 4,100/00-with other allowances it is Tk 7000
Garment workers are employed in productive sector, have to undertake hard physical labour and deserve higher wages.

Present Demand
Bangladesh garment workers have demanded tk 5000.00 (72 dollars) as minimum, basic, monthly wage.

In 1969 during Pakistani rule the government announced a national minimum basic monthly wage Tk 155.
During that time one could get more than 5 mounds of rice(staple food) with this money.
Now due to price hike one needs Tk 7,000 to purchase the same amount of rice.

Government and Employers crack down on workers and Trade Unions continue.

Trade Union leaders and workers are being arrested, false criminal cases are being lodged against thousands, of workers are being beaten up by police and hooligans, thousands of workers are being dismissed.
Rein of terror is compelling workers and their families to leave the industrial areas for safety.
Advocate Mantu Ghose was arrested by DB Police on July 30 past midnight at 1-00. App.6 cases have been filed against him in different police stations of Dhaka and its suburbs. He has been taken under police remand for interrogation. His where about is not known.

Besides several eminent TU leaders of other TU’s in the garment sector are being haunted by the police and false cases have been filed against them.
Mosharefa Mishu,Manbubur Rahman Ismail,Bahrane Sultan Bahar,Bajlur Rashid Feroze and many other leaders are wanted by the police.

On August 7 Rupa,Parul,Asma,Parvin,Shahnaj Shanu,all young girls working in garment factories of Tejgaon industrial area were arrested by DB police and taken to unknown place for interrogation. Their pictures were supplied by the employers to the police. They were later brought before TV to state what the police wanted them to say under duress.
On August 2 Mamun and Rabea Begum were arrested from the same area...
In the same area Mojibur was also arrested.
In Naryanganj garment workers Abdul Matin,Md.Rabiul,Billal Hossain, Rejaul Karim , Md. Habibur Rahman,Saidul Islam,Md Rasul and ten others were arrested on August 2 past midnight and August 3.Most of them were working in Liberty and Metro Nit factories.
On August 9 more than 60 workers were handed over to the police by the management of Shed Fashions. These workers were working in the factory at the time of arrest.
Criminal cases have been filed against more than 30,000 workers.
Thousands of workers have been dismissed illegally in violation of the labour laws.
Most of the workers were not paid outstanding wages, and other benefits according to law. Many workers were simply not allowed to enter the factory to work.
The trade unions are not allowed to function.
Several Trade Unions have given objection to the draft declaration of the minimum wage board. They have placed their demands with the employers and the Government. The labour law provides that whenever a labour dispute arise the employers and the government should organize bipartite and tripartite meetings for negotiated settlement. But neither the employers nor the Government called any such meetings.

Manzurul Ahsan Khan President Communist Party of Bangladesh has said that the convicted killers of Sheikh Mujibur Rahman hiding in other countries should be brought back immediately for implementation of court verdict. He was speaking at a meeting on 14th August organized by CPB at Muktibhaban, Dhaka on the occasion of National Mourning day which falls on 15th August. Bangabandhu Sheikh Mujibur Rahman President of Bangladesh was brutally assassinated along with his family members on 15th August 1975.

Manzur who presided over the meeting demanded constitution of a National Commission to enquire, identify and prosecute political conspirators inside and outside the country and the role of intelligence agencies and other government authorities in Bangladesh, Pakistan, USA, Israil India and other countries August 1975.

Manzur said it is not enough to pay formal and routine homage to Mujib. We can pay due respect by fighting for the implementations of the ideas and dreams of Bangabandhu. He said the ruling Awami League led by the daughter of Sheikh Mujib is showing vacillations regarding trial of War Criminals. Under the pressure of US, UK, Saudi Arabia and some Miiddle Eastern Countries the govt is now thinking of limiting the arrest or trial within 5 or so and spare the notorious killers, even those who were punished in open peoples tribunal.

Manzur also alleged that the Awami League Government is also on the retreat regarding the restoration of 72 Constitution.

He said 72 constitutions was drafted under the leadership of Mujib and was a result of the liberation war which enshrined the values, ideals and aspiration of the liberation struggle of 1971 and protracted struggle of the people for centuries, for democracy and social progress .The 72 constitutions laid the foundation of a secular, democratic and progressive, pro-poor, pro-people state. The Killers of Mujib and reactionary forces also tried to destroy this basis of Bangladesh and changed the constitutions upside down without any lawful authority.

The recent verdict of the highest court has declared a major amendment of the constitution illegal and void. This automatically restores the basics of 72 Constitution. Communal and anti-independence parties like Jamate Islam are also automatically banned. Unfortunately the Prime Minister herself has said that her government is not going to ban Jamat. Others within and outside the government are saying that under changed circumstances secularism and socialism cannot be part of 4 principles as laid down in the 72 constitutions.

The CPB President said that Awami League is bending under the pressure of rightist and communal forces inside and outside the country. He said such concession to rightist elements could not save her father. Manzur called for firm determination of the government regarding trial of war criminals and restoration of 72 constitutions. The government should act against communal and fundamentalist forces and its vast economic and financial empire and its external linkage.

Manzur said any vacillation and hesitation on the part of the government could prove suicidal. The CPB President Manzurul Ahsan Khan said that the so called Grand Alliance Government has miserably failed during its more than 17 moths of tenure, in solving the crisis due to electricity, gas, water, price rise, traffic congestion etc. Law and order situation is deteriorating. Murder, plunder, corruption, extortion, stealing of cars in the city and cows in the villages, land grabbing, harassment of women compelling them to commit suicide is increasing. Severe repressions continue on about 4 million garment workers deprived of minimum living wage, basic trade union rights and rights and benefits ensured by laws and ILO conventions. Thousands have been arrested, arbitrarily dismissed, assaulted by hired hooligans and police; false criminal cases have been lodged against more than 30 thousand workers. People coming out on the street in desperation against severe load shedding, scarcity of gas, water, price hike etc. are being beaten up by the police.

All these indicate isolation of the government and growing unrest of people.

Manzur warned that anti-people reactionary and communal forces will make use of the present crisis while forces of 1/11 inside and outside the government skillfully develop the crisis to the point when it would be easy to topple the govt., disrupt democratic process and direct Bangladesh on the path chosen by their global bosses.

The meeting was also addressed by Mujahidul Islam Selim General Secretary of the CPB,Morshed Ali,Ahsan Habib Lavlu,A N Rasheda,Shamsuzzaman Selim and others.
Selim called upon party comrades and all progressive and pro liberation forces to build up mass struggle for 1.Immediate arrest and trial of war criminals.2.Restoration of 72 constitution and consequent ban on communal and fundamentalist Jamat and other organisations who participated in the genocide perpetrated by Pakistani occupation forces and opposed liberation struggle.

Huge Public Meeting of Garment Workers

Bangladesh Garment Worker to go on nationwide strike if authorities fail to fix Taka 5000 as minimum wage and ensure pro-rata increase by 27^th July

Leaders of Garment Workers Trade Union Center declared that they will go for united nationwide strike if authorities fail to fix taka 5,000/= about US $ 71 (per month) as minimum wage and ensure pro-rata increase in other wage levels by July 27. The Government has formed a Minimum Wage Board for fixation of wages of garment workers within 27^th July.

This was declared at a huge workers meeting at, Muktangon the center of capital city Dhaka , in the afternoon of May 21. Presided over by Idris Ali, President Garment Workers Trade Union Kendra (center) the meeting also demanded realization of 10 point demands including increase in wages, benefits according to law, supply of essential commodities at fare price and rationing system, housing, education, medical treatment, work place safety, real trade union rights,adequate supply of gas and electricity for uninterrupted production.

Addressing the massive meeting Manzurul Ahsan Khan, a veteran Trade Union Leader, adviser to GTUC and President Communist Party of Bangladesh said that about 3 million garment workers 80 percent being young women are the lowest paid workers in Bangladesh . Even in comparison to workers in Vietnam , China and India garment worker salary in Bangladesh is very low. Criticising the present government he said that on the plea of price rise the government has doubled the salaries of Ministers, MP’s and high officials and totally ignored the demands of garment workers who are the most affected due to price rise. The speakers at the meeting terming government shameless demanded that enhanced salary should be postponed until the garment workers are paid increased wages.

Manzur further said that unless employers and govt. ensure unfettered trade union rights and encourage culture of negotiations, bipartite and tripartite settlement, sporadic unrest and wild cat strike can’t be stopped. Suppression of workers movement by dismissal, police repressions and assault of workers by hired hoodlums will further aggravate the situation.

Referring to national and international conspiracy against garment industry Manzur alleged that the govt and employers are trying to victimize genuine trade union activists. Some dubious organizations with huge foreign funding involved in doubtful activities are being spared by authorities due to intervention of foreign powers. He said during last Army backed Caretaker Govt. One leader of such an organization was arrested on definite charges but he had to be released immediately due to pressure from US State Department. Manzur also mentioned that the Prime Minister herself alleged that the Garment Owner was responsible for the tragic incident in Nippon Garment. But later cases were lodged not against the owner but against the leaders of GTUC and some other TU leaders.

The CPB President Manzur alleged the govt. gives tip service to garment industry but has done very little for this rising sector which account for the biggest share in industrial export. The new entrepreneurs of garment industry face obstacles at different steps of import, export and transportation. They also face extortionists and mafia bosses some times backed by ruling party leaders. Production suffers badly due to lack of electricity and gas. He called upon the workers and owners of industries to build up joint struggle against all obstacles on the way to higher production.

Shahidullah Choudhury President BTUK said that all national trade unions and federations have demanded Tk5000/00 as national minimum for all workers.National federation will build united movement for realisation of national minimum.He said if you can build up united movement I am sure you will win. BTUK will be behind you.

The meeting attended by thousands of workers was also addressed Adviser GTUC Advocate Mantu Ghose, General Secretary K.M Ruhul Amin, Joly Talukder, Sadequr Rahman Shamim, Ziaul Kabir Khokan, Tuhin Choudhury, Iqbal Hossain, Aklima Akhter Doly, K. M. Mintu, Nasima Akhter, Sirajul Islam, Ilias Ahmed Nipu, Lutfur RahmanAkash and other Garment workers.

The leaders called upon all the Trade Unions of garment workers with different orientation to unite in the struggle for realizing the common demands. The leaders also said that GTUC slogan in “save the workers, save the industry and save the country. They called upon garment workers to unite and resist hoodlums and mafia bosses who seize every opportunity to create chaos and anarchy and resort to arson looting and plunder in d industrial areas to settle their own scores with different garment owners.

Dear Comrades and Friends,
We gather here to pay homage to an outstanding leader of Vietnamese people, a patriot and revolutionary, a man of undaunted courage and determination who lead successfully the national liberation movement and founded the first Worker Peasant State in South Asia, advancing towards socialism.

Comrade Ho Chi Minh was not only the leader of Vietnam he was a true internationalist, who also directly participated in the struggle for peace, freedom, democracy and socialism while he was living in different corners of the world.

Imperialism and its lackeys carried out horrendous crime against humanity in the soils of Vietnam. The US imperialism who boasts of democracy and human rights wanted to bomb Vietnam to Stone Age, killing all life forms and destroying what ever was created by Vietnamese civilization during many centuries.

But Ho Chi Minh declared: we have to win independence even if the Truong Son Mountain burns.

The indomitable courage, enormous sacrifice, protracted and heroic struggle of the people of Vietnam lead by the Communist Party and its inspiring leader Comrade Ho Chi Minh defeated the worlds most powerful and aggressive imperialist power, the USA. Comrade Ho Chi Minh the beloved leader a great patriot and revolutionary, a poet, dreamer and visionary foiled all colonial and imperialist plans and instead laid the foundation of Vietnams advance towards golden age.

As in War so in peace the Socialist Republic of Vietnam rose from ashes to rebuild the country and since then made tremendous progress in agriculture, industry, construction, export etc. achieving growth rate surpassing almost all.

Vietnam is an inspiring example to people all over the world fighting for independence and social progress.

In Bangladesh our people fought a heroic war of independence against colonial type of rule. The occupation forces perpetrated genocide. We took up arms. We organized guerilla warfare. It was the example of Vietnam the valour of its People’s Army which inspired us. When sometimes death and defeat overtook us the perseverance and endurance of your fighters shined before us. We said to ourselves if Vietnam can, so can we!

I was a commander of the Special Guerilla Force organize by the Communist Party of Bangladesh. Like many others in combat, I read General Giap and learnt to apply his tactics in real fight. Ever since our struggle for independence, democracy, peace and socialism, solidarity to Vietnam was the cornerstone of our internationalist tasks. Two of our comrades died in police firing on 1st January 1973 in Dhaka while demonstrating against U.S. bombing in Hanoi.
Vietnam and President Ho Chi Minh symbolizes people’s heroic struggle for a just cause, uncompromising fight against imperialism and hegemony. It symbolizes national liberation and socialism. Vietnam symbolizes Victory. Victory of Vietnam was also the victory of National Liberation Movements, and forces of peace freedom and socialism. It was a shameful defeat for imperialism and international reaction.

But today when we are meeting here imperialism is becoming more aggressive and desperate. We are witnessing the most severe and deep crisis of capitalism in the U.S. and melt down of a global scale. Plunder, war, militarisation, arms trade, gambling, machination of the multinationals, speculations, manipulation of currency, overwhelming chaos, bankruptcy is the order of the day.

The fundamental contradiction of Capitalism is blowing up with catastrophic impact. The bourgeois state is bailing out big money, with public money. But the big money is responsible for this crisis. Public at large and developing countries are suffering. Poverty hunger, joblessness, reduction of social benefits and services etc are haunting common masses every where.

Never before mankind had the potentiality to produce enough to provide food, clothes, shelter education and health for all. Never before mankind developed arms and weapons which can destroy all life forms in earth several times over. Forces of imperialism and hegemony are waging wars against many countries, provoking strife, conflict and arms race with a view to control and plunder resources and wealth of various countries. The United States of America has unleashed war and terror in the name of fighting the fundamentalist and terrorism. They are propagating the theory of limited sovereignty and pre-emptive attack. We are witnessing a process of re-colonisation.

Today mankind again stands at cross roads. On the one hand immense possibility to eradicate the miseries of people, bring abundance and ensure a free society for free men. On the other hand destruction, plunder and degradation of the environment and enslavement of people.

Here again Ho Chi Minh is relevant who said: it is better to sacrifice everything than to live in slavery.

Ho Chi Minh combined national liberation with socialism.Ho Chi Minh was an active leader of International Communist Movement. Today Communists all over the world must close their ranks to face the danger faced by mankind. Communists, progressives, patriots and peace loving forces of the world must unite to build up a global struggle against the global onslaught of imperialism.

The struggle for Freedom, Peace,Progress and Socialism are inseparable. Uncle Ho, your beloved leader, and also our revered leader will continue to shine our path of struggle for the emancipation of mankind.

Message of Condolence from the Communist Party of Bangladesh to the
Central Committee of the Communist Party of India (Marxist) on the demise of Comrade Jyoti Basu.

On behalf of the Communist Party of Bangladesh, we convey our heartfelt condolence on the demise of Comrade Jyoti Basu an outstanding and legendary leader of Communist movement of India and the sub-continent.
Comrade Basu dedicated his entire life in the peoples struggle against colonialism, imperialism, capitalist exploitation and communalism, for democracy, freedom, peace and progress.
Communist Party of Bangladesh remembers with honour and pride his activities in the same party and in Bangladesh territory particularly his contribution in building trade union movement and Railway Workers Union during British colonial rule. Comrade Jyoti Basu efficiently and successfully led the Communist and Left in the sate of West Bengal in the challenging and complex task of running a government for decades in a bourgeois state system.
As a Marxist-Leninist and a true internationalist Comrade Basu played a significant role in the process of water sharing agreement between Bangladesh and India. He took positive initiative for mutual friendship and cooperation between our two countries. People of Bangladesh will always remember Comrade Jyoti Basu with great respect for the good feelings he had for our country and people.
We give our revolutionary red salute to Comrade Jyoti Basu who will continue to live amongst us in our struggle for peace, freedom and socialism.
We also extend our deep sympathy to his bereaved family, friends, comrades and his beloved party.

Leaders of the Communist and Workers Parties..

I bring warm revolutionary greetings from the Communist Party of Bangladesh to you all who have gathered here representing the most powerful movement, fighting along with other progressive forces, for the emancipation of mankind, for a free society of free men and women.

This traditional international meeting of Communist in the backdrop of dissolution of the Socialist Soviet Union and set back in Eastern Europe, when the idea of ‘end of history’ was floated, has been able to unite communists round the world to evaluate the changing situation, reinvigorate their movement, unite and continue their fight for peace, freedom, progress and socialism.

While attending this 11^th International Meeting we are witnessing the most severe and deepest crisis of Capitalism in the United States and meltdown of a global scale. Plunder and war, militarization, arms trade, overt and covert, gambling, machination of the multinationals, speculations in the currency market and overwhelming chaos is turning the world into a huge casino. The fundamental contradiction of capitalism is blowing up with catastrophic impact. It is capitalism which will cause the end of civilization unless it is overthrown. Capitalist system will not change automatically It has to be overthrown by conscious struggle of the working class, toiling people and broad masses led by the communists, left and progressive forces

People in the USA and other countries want change, a real change. Capitalism is responding to the crisis by mobilising public resources to bail out and strengthen private corporate power.Losses are being socialised while privatization of profit continues. Unemployment, hunger, disease, homelessness and insecurity of people continue to increase.

Imperialism not only exploits people in their own country but continue to plunder developing countries, including their natural resources. And for this imperialism is trying to impose its economic, political and military hegemony in different parts of the world. Pressure, intrigue, assassination, blockade, military intervention, occupation or genocide, nothing seems to be unethical for US imperialism and its allies.

Bangladesh achieved its independence in 1971 after an armed liberation struggle. Just before our victory US 7^th fleet armed with nuclear weapons was rushed to Bay of Bengal to crush our movement but failed.

Ever since our independence US imperialism has done everything from food-diplomacy leading to famine, conspiracy, assassination and support to unconstitutional, autocratic and military governments. The so-called open market economy, privatization and structural reform dictated by World Bank and IMF gong has resulted in de-industrialisation, huge unemployment, pauperization, hunger and poverty. Imperialism did not hesitate to support communal and religious fundamentalist forces including Jamate Islami and many of its outfits operating in the open or underground, extreme right wing elements and autocratic forces to bring about the fall of governments and install governments of their choice who could rightly serve US interest.

It was the machination of US and its allies which brought an army backed caretaker Government to power in Bangladesh on 11 January 2007, who ruled the country for two years instead of three months in utter violation of the constitution. The failure of the bourgeoisies parties to ensure minimum good governance to ensure the stability of the capitalist system, compelled their masters to promote a policy of de-politicisation and to look for a third alternative from amongst the so-call civil-society and civil, military beurocrats trained in the West and with work experience in Breton-woods institutions. However the project failed due to struggle of the workers, peasants, students, democratic and left progressive forces. Election to the Parliament was held in December last year.

The newly elected Government has to face the challenges caused by economic melt down. Basic shifts are required in the policies dictated by World Bank and the West which has led to unbridled price hike, closure of factories, unemployment, hunger, poverty and lack of basic amenities of life

The religious fundamentalists and terrorist, killers, defeated forces of liberation war of 1971, extreme right wing elements, and the war criminals are now trying desperately to create chaos and anarchy in the country and opening the path for foreign intervention.

Historically war criminals of 1971 are the natural allies of the most notorious war criminal of the present day world the US Government. US is putting all kinds of pressure on Bangladesh so that the US and its allies and the MNC’s can plunder our oil and gas in the land and the sea, our coal mines, ports and other resources. The geo-political situation of Bangladesh, bordering China, Myanmar, Nepal and India, particularly its sensitive north-eastern zone, and the Bay of Bengal has made it the focal point of US strategy in the region.

Imperialism is also provoking tension and clashes between countries in the region. We express deep concern at the news of military mobilization between borders of Bangladesh, Myanmar, India, China, Nepal and Pakistan. U.S Navy has recently stepped up its military maneuvers in the Bay of Bengal and the Indian Ocean. U.S is doing everything to contain China. Bangladesh has already been entangled with USA and almost a dozen of secret treaties were signed between the two countries which greatly undermine the sovereignty and interest of Bangladesh. U.S is putting pressure on Bangladesh to sign agreements like TIFA, HANA etc. which will jeopardize our independence. Our party firmly believes that countries of this region must not fall into the trap of imperialists. We must resolve our disputes in a peaceful manner. We should unite and build up all round cooperation for development, share our common rivers, combine our efforts to make a comprehensive plan for the development of our water basins and ensure mutual trust and cooperation. We should unite to resist attempts to impose US hegemony in the region.

Communist Party of Bangladesh is fighting in the fore front against imperialist conspiracy in the region and its effort to plunder our natural resources.

Today, nuclear arms pose a grave danger to human existence. The number of nuclear and other weapons of mass destruction continues to grow. Militarisation is leading to war and conflict. Securities of states and people are being threatened. As a result we can see the emergence of police states or hard states. Fundamental Human and democratic rights and freedoms are being curtailed and a senseless and endless situation of confrontation and war is being precipitated.

We have to mobilize broad forces of peace to step up global struggle for complete disarmament, particularly nuclear disarmament and continue fight against war and occupation.

Mankind faces grave danger of environmental degradation and climate change. The very existence of human being and all life forms is being threatened. Capitalisms unbridled lust for profit, culture of consumerism, senseless extravagance and wastefulness etc. are responsible for such a situation. Bangladesh is one of the most vulnerable countries to climate change. We are approaching ecological catastrophe in Bangladesh and elsewhere.

We must drastically reduce carbon emission. We must switch over to renewable energy, eco-friendly development. No energy war but an energy revolution.

It is high time to stop destruction in the name of development. The bourgeoisie will never place people before profit. It is not because they are good or bad. It is because of the social and economic category they represent, the narrow interest they uphold.

Communist Parties should be in the vanguard of the struggle against environmental degradation and climate change. More than a century back Marx said “man lives on nature…. Man is part of nature” Engels warned against winning victories over nature and its degradation He wrote,” Let us not however flatter ourselves over much on account of victories over nature. For each such victory it (nature) takes revenge.” Nothing could be more important than to save life, nature and the earth, our common habitat.

Nothing could stop working class and toiling people from fighting imperialist and capitalist exploitation. New stratum and social forces are coming forward in the struggle for emancipation. Global mass movements are developing on various issues effecting wide sections of people struggle against imperialist hegemony and aggression. Huge mass movements against Capitalist exploitation, discrimination, inequality, gap between poor and rich, struggle against war, for peace, freedom, democracy, fundamental human rights and people’s wellbeing and struggle against environmental degradation and climate change are converging in great waves of popular movements which ultimately challenge the very foundations of capitalism.

Communist and progressive forces have achieved victories in different parts of the world. Anti imperialist, anti capitalist, left and popular governments are coming to power in Latin America and other places. A fierce struggle is going on. There are no straight roads to socialism. Varied social forces and unique elements are coming to the fore with ideas which may not always conform to some of the prevailing thoughts amongst us. Many such ideas are amended through practice. Communist Parties are armed with the theories of Marxism Leninism and Proletarian Internationalism, a theory which has stood the test of time. Communists are not dogmatist. While adhering to its ideology communists should act positively to unite all left progressive and popular democratic forces for a common cause for social and economic justice, equality and wellbeing of humanity.

Communists allover the world has to forge effective unity and act globally while also fighting together at the regional and national level.

Stop mischievous campaign about Chittagong Hill Tracts-CPB

Communist Party of Bangladesh has strongly condemned mischievous propaganda by interested quarters about limited withdrawal of Army from Chittagong Hill Tracts (CHT).

CPB President Manzurul Ahsan Khan and General Secretary Mujahidul Islam Selim in a statement to the press said that certain quarters have started mischievous campaign against withdrawal of some troops from CHT. These quarters resorted to such provocative campaign of lies in the past and pushed the country into conspiracy and untoward incidents. The leaders mentioned that about a decade ago a Peace Treaty was signed in CHT. As a result of the agreement peace was established in the Hills, armed struggle and killing of Army personnel and other civilians come to an end. The whole world welcomed the peace treaty. BNP-Jamat alliance opposed the agreement and carried out propaganda that as a result of the agreement CHT will secede from Bangladesh. But when they came to power,they did not cancel the accord.. Now according to the peace accord,though belated a limited number of troops are being withdrawn. Even when the withdrawal of troops will be completed as envisaged in the treaty. 6 cantonments will remain in the area with troops armaments as in other cantonments allover the country.

Certain quarters are campaigning in such a way as if CHT was an occupied teritory and the Army is being withdrawn leaving the CHT in the hands of the enemies. It may be mentioned that despite apprehensions from certain quarters CHT has not seceded. Nor does any other country lay claim to CHT. On the other hand other than CHT in many other places we have border disputes since long.

Recently India and Myanmar has laid claims on Bangladesh Blocks in the Bay of Bengal earmarked for exploration of oil and gas. There was some military tension in the area. Actually preparations should be taken to give due attention to those areas.

Manzur and Selim said that we are of the opinion that the peace treaty and understanding should be implemented in full. It is not enough to withdraw troops but an end to the virtual Military rule in the area should be ensured.

As in other places of the country the Govt. and civil administration should take every measure so that the Paharis and Bangalees can live in peace in the area. The political leadership has also a great responsibility in this matter. Provocations against each other, disrupting peace process and again pushing towards a war situation etc will give rise to a dangerous crisis. If we look into recent tragic events in several countries of the present day world we can realize this danger. Chittagong Hill Tracts is an integral part of Bangladesh. If at any time our sovereignty is threatened due to imperialist conspiracy additional troops can always be sent like in other such areas. The Adibasis, Bangalees, Hindus, Muslim, Budhdhist, Christians all are equal citizens with equal rights and dignity. The rights and honor of all of them must be ensured to consolidate the independence and integrity of Bangladesh.

CPB Pays Homage to Sheikh Mujib- Ekota Special Correspondant

Communist Party of Bangladesh paid homage to Bangabandhu Sheikh Mujibur Rahman founding leader of Bangladesh on the occasion of National Mourning Day,August 15 2009. On the same day in 1975 President Mujib was brutally assassinated along with his family members by a group of army officers. CPB President Manzurul Ahsan Khan said Mujib was killed by foreign & domestic conspirator to undo the achievement of the liberation struggle of 1971. He demanded immediate implementation of the court verdict,punishment of the convicts and also to identify and expose the international and national conspirators involved in the assassination plot. Manzur was giving his presidential speech at a meeting organized at the party’s central office in Dhaka. The meeting was also addressed by Party leader Shahidullah Choudhury, Morshed Ali, Prof. A.N Rasheda,Ahsan Habib Lavlu Ruhin Hossain Prince and Advocate Ziad Al Malum. Manzurul Ahsan Khan said the independence struggle of Bangladesh was a big set back for the US strategy in the region.Mujib took certain progressive measures which were disliked by reactionary circles.Imperialists were planning to take revenge in collaboration with the local reactionaries. Manzur said 34yrs have passed.,It is high time that all classified documents of that period with the US state department, CIA and other such organizations of UK, Pakistan, India and Bangladesh should be made open to public. Right to information is a fundamental human right which must be honored by all countries big or small. He said Bangabandhu was an outstanding leader of the people of Bangladesh who fought relentlessly for democracy, national rights and social progress. His personal acquaintance and relationship with the communists in prison and outside played a vital role in the making of his mental make up. Mujib was a dynamic leader who developed himself along with the mass movement and took radical position. Corruption, in-fighting and conspiracies within and outside the party led to his tragic assassination. CPB under the leadership of Comrade Farhad and others took the first initiatives to build up united struggle against the brutal murder and shift towards right reaction. Manzurul Ahsan Khan said after independence Bangabandhu advanced along the line of secularism, democracy, active non alignment, leading role of public sector with a mixed economy and progressive reforms. These progressive measures were being opposed from the very beginning by killer Mushtaq(who became President after the assassination)and other rightist elements in AL.At prsentAwami League seems to follow the line of Mushtaq. Eulogizing Mujib while abandoning his progressive ideas is an attempt to comodify Mujib for personal aggrandizement. Communists evaluate every leader in the context of his historical and socio-economical phase and class position. Communist own the great heritage of leaders of all the historical movements from Shidhu-Kanu who lead the first anti colonial armed revolt of indigeneous people, leaders of 1^st Independence Struggle(Sepoy Mutiny), Khudiram and Shurjoshen, Gandhi, Sher-e-Bangla Fazlul Haq, Moulana Bhasani, Comrade Moni Singh and many other including Bangabandhu who brought independent Bangladesh into existence. It is the Communist Party which will have to gain enough strength to build up another revolution which will fulfill the dreams of Bangabandhu and the martyrs of our Great Liberation Struggle,and consolidate its achievements.

International Day of World’s Indigenous Peoples

CPB President Manzurul Ahsan Khan said that the Adibasi, JanoJati or national minorities as you may call it must be given due recognition in the constitution of Bangladesh and all discrimination, killings, repression, exploitation and land grabbing should be stopped immediately. Inaugurating 2 day long programme of International Day of World’s Indigenous Peoples (9th August) starting on the 8 th morning at the central Shahid Minar organized by Bangladesh Adibasi Forum. Manzur further said that if we really want to realize the dreams of millions Bangalees and Adibasis who died during the Independence Struggle of Bangladesh,we should immediately restore the 1972 constitution which is one of the most democratic and progressive constitution in the countries of the region. He said though the constitution is categorical against any form of racialism and discrimination, the 72 constitution did not ensure the constitutional rights of adibasis. Recently ruling party leaders are also talking about ammedments in the constitution such as increasing the number of women MP’s and reducing the tenure of elected Govt.The 1st amendment should be recognition of Adibasis after the restoration of 72’s constitution. He said necessary up dating, improvements and even promulgation of new laws should be made to ensure traditional land rights, right to forests, hills and water resources, progressive customs and practices.

CPB President expressed satisfaction about the withdrawal of Army units from Chittagong Hill Tracts. He said it was Sheikh Hasinas Govt. who signed a peace treaty ending the armed struggle of Pahari Adibasis. But unfortunately the then Awami League Govt could not or did not fully implement the peace accord. The BNP, Jamat Government opposed the treaty carried on repressive measures in the Hill Tracts and the region was under virtual Army Rule. He expressed surprise about recent statements of certain political parties criticizing the withdrawal of the Army from the Area. He asked is Chittagong Hill Tracts an occupied area? Is there a war going on? Has any country laid claims on Chittagong hill tracts? The army is being withdrawn according to the treaty. The treaty was not ammulled by BNP Jamat Govt. Even after the withdrawal of troops 6 contonments will be there. Army will remain in the cantonment like in all other places of the country. The main thing is Chittagong Hill Tracts will be under civilian control. No military rule, killing, crossfire, torture, intervention. Manzur said we have dispute regarding our borders in other areas. Other countries are claiming their ownership of land belonging to Bangladesh. Even the sea blocks earmarked for exploration of gas and oil are being claimed by Myanmar and India. Those parties should have demanded that our Army and Navy should be rushed to those places to protect our territory. Our Army is supposed to protect our territory and the people, not to fight our own people! He said off course if the US and their allies try to use the territory to proceed with their aggressive designs targeting Myanmar and China our Army will rush there to resist..Paying homage to Adibasis and their martyred and deceased, leaders Shidu, Kanu who led the 1st Armed Santal Revolt against the British Rulers, Tonko movement led by Comrade Moni Singh, Nachol Revolt of Sautals led by Ila Mitra, Nankar movement led by Comrade Ajoy Bhattacharia, Abdus Salam alias, Barin Dutta and Comrade Hena Das who died only recently at the age of 85.

M.N Larma a revolutionary who lead the armed resistance of Pahari Adibasis in the Chittagong Hill Tracts and recent martyars Kalpana Chakma, Alfred Soren, Ciles Risil, Piren Snal and young comrade Sattyaban Hajong. Manzur said killings are going on unabated and nobody is being punished.

CPB President delivering his inaugural address said that the Prime Minister Sheikh Hasina has been elected this time with a massive mandate and she should implement the peace accord and understanding reached a decade ago, without delay and hesitation.Manzur said in their struggle the Adibasis are not alone the Bangalaee people will also join in their common struggle. Bangladesh was born in the fierce struggle against national oppression and we cannot allow any oppression or discrimination against national minorities in our own country..

Manzur said today we are holding the inaugural meeting at the monument to the martyars of Language movement of 21st February 1952. That is now according to UN decision International Mothers Language Day. Now its our duty to protect the language, culture and heritage of Adibasis.

He said today mankind and all life forms faces a grave danger of extinction due to degradation of environment, nature and climate change. We can learn from the rich experience of indigenous people, and their culture, livelihood etc. how to live in complete harmony with nature and save both.

Presided over by Jyotirindra Bodhipriya (Santu) Larna, the meeting was addressed by Sanjeeb Drong. General Secretary of Bangladesh Adibasi Forum, Rashed Khan Menon MP, Pankaj Bhattacharya, Hasanul Huq Inu MP, Ramenda Majumder, Syed Abul Moksud, Mamunur Rashid, Ayesha Khanam, Khushi Kabir, Prof. Mesbah Kamal, Numan Ahmed Khan, Dr. Shamim Ahmed Khan, Shaktipada Tripura, K.S. Mong and others.

The function was rounded off with traditional Adibasi songs and dances.

A colourfull rally paraded the streets around Shahid Minar.

SPEECH DELIVERED BY MANZURUL AHSAN KHAN, MEMBER, CENTRAL COMMITTEE, BTUC, ON BEHALF OF BANGLADESH DELEGATION AT THE ‘INTERNATIONAL SOLIDARITY CONFERENCE AGAINST BLOCKADES AND SANCTION ‘ NEW DELHI, 23 rd MARCH 2000,14 th WORLD TRADE UNION CONGRESS ORGANISED BY WORLD FEDERATION OF TRADE UNION, WFTU

Comrade President, sisters and brothers,
on behalf of Bangladesh delegation representing several national trade union and on behalf of SKOP, a Trade Union alliance of 17 National TU’s of various orientation and in the name of the working class we extend our solidarity to workers and people of different countries round the world who are fighting against, Blockades, Embargo, trade sanctions, hegemony, pressures and open military aggression.

Solidarity has become the most crucial point in the present day TU and other mass movements. The global onslaught of capital has to be resisted today by united action of labour on a global scale, of TU’s, political and mass organizations, professionals, humanists and environmentalists and all oppressed peoples.

The country behind the iron, nuclear, electronic and misinformation curtain-I mean the US imperialism is trying to deceive the world in the name of globalization and global village.

The leader of international state terrorism President Bill Clinton is now on state visit to countries of this region. The international laws, conventions and civilized practices developed through centuries of working class and people’s struggle including the UN charter are being grossly violated by these global terrorists. This terrorism extends to all spheres including political, economic, currency, information, cultural, military and bio ecological spheres and all life forms.

The imperialist governments, MNC’s and their World Bank, IMF, WTO, imposed on us their prescription of privatization, liberalization and so-called open and free market concept.

As in many other countries in Bangladesh also whole sale and indiscriminate privatization has lead to large scale closure. De-industrialization, retrenched workers joining million of unemployed. The so-called liberalization and open market has caused our commodities and services to be pushed out of the local markets and flooding of the same by foreign goods and services As a matter of fact in real life our markets are open to rich countries while their own markets are closed or restricted. Even the meager possibility of entering the markets of developed countries is being cunningly resisted by protectionism veiled by so-called labour standards, employment of child labour, human rights, and other non tariff barriers etc.
In the name of open market the imperialists allow free flow or mobility of capital, profits, commodities and machineries but oppose mobility of labour., free flow of manpower, a visa free global village because that will go against the interest of rich developed countries.
The big bosses of the world put restrictions on our garments exports on pleas that child labour was employed but do not restrict tea exports where child labour and virtual slave labour is used in many of the Tea Gardens are owned by British companies, their class brothers. Trade union will of course continue to fight against child labour in Bangladesh and USA wherever it is. We will fight for a healthy and happy childhood which is being continuously threatened by super profiteering.

We are asked to abide by the diktats of Breton Wood Organizations, but USA violated the Breton Wood understanding by unilaterally withdrawing gold support against US dollar and plunders the world economy and continues to do so in terms of trillions of dollar.

Mr. Clinton asks Bangladesh not to give any subsidy in agriculture or other sectors but he continues to give, directly or indirectly, huge subsidies to several sectors including agriculture in his own country.

It is the US government talking much about open and free market which is responsible for blockade and sanctions. It was US government who in 1974 diverted ship loaded with food grains sailing to Bangladesh in retaliation against jute export to Cuba. That US action was major factor in precipitating famine creating the backdrop for the brutal assassination of Sheikh Mujibur Rahman, the founder President of Bangladesh. Ours is a subcontinent of assassinated leaders. Much is being said about the transparency but the iron curtain still hides the sins of capitalism. Recently it has been revealed that President Allende of Chile was killed by CIA. Bangladesh President Mujib was killed later. May be we will also come to know about the involvement of the “Global Bosses sand self appointed guardians of democracy and human rights” some times later.

Bill Clinton’s visit to Bangladesh is a business tour. US companies who have purchased several blocks of natural gas field, and are trying to buy the rest in spite of ‘No’ from all the political parties including the Prime Minister and Leader of the Opposition and of course the Left a US company is trying to obtain lease of 122 acres of Chittagong port at the entry point for 198 years to build private container terminal facilities in despite opposition of port workers backed by several strike actions and popular protests. US business circle had been insisting upon the US Govt. to press upon Bangladesh to give business to US business. The US authorities and World Bank gong continuously sermonize while insisting on privatization and structural adjustment, that government has no business to do business. Bangladesh was declared a “bottomless” basket by Henry Kissinger. Perhaps now after a huge amount of gas and petroleum is reported to be in the bottom of our country the US President is visiting our country for the first time. Possible to gratify the guest who actually behaves like a master, our cabinet hurriedly approved the selling of 3 more blocks it is reported. But may we ask what business President Clinton has to do business in Bangladesh?

In the name of unipolar and peaceful world cold war has been replaced by hot wars, the agenda of total disarmament is being shelved and it is being pretended as if peace will be secured by the monopoly of the world gendarme on nuclear weapons.

We express our solidarity to peoples of Cuba, Vietnam, DPR Korea, China, Palestine, Syria, Libya, Iran, Lebanon, Yemen, Kuwait, Yugoslavia, Serbia, Algeria, and all other countries and people fighting against imperialist pressure and intrigue.

We condemn the killing of Abdel Huq ben Hamounda, the UGTA President by terrorists, and killings and repressions on trade unionist and workers all over the world.

Wherever the US President is visiting he is followed by a huge well armed security staffs, the marines, limousines jets, helicopters and so on. The VIP rooms of our 5 star hotels were turned into VID rooms where Dog squads were staying. Dhaka streets were emptied and the left forces, students and women who brought out black flag demonstrations were beaten up by the police like in India and were given a “good lesson of democracy”. But even after that Clinton’s programmes outside the Dhaka city was cancelled. Why? Who is his enemy in this unipolar world? There is no Soviet Union and no WARSAW. But yet NATO not only continues to exist, but continues to expand. Clinton is afraid of whom? People of the world? His own people? Why? Does he realize that he and the State he represents has done immense damage to the whole human society! Osama Bin Laden is now the most wanted man by USA. Who gave him and the fundamentalist Talibans arms to destroy Afghan Revolution? We were told Saddam Hussein and Iraq was fine when they were at war with Iran. Now we are told they are terrorists. US forces entered Panama and arrested its President on charges of Narcotic trade while a US girl Iliada by name convicted by Bangladesh court and jailed was released on the insistence of US senators and taken back home.

Dear friends, times are really hard. But there is a saying in Bengali “Jar Shesh Bhalo Tar Shob Valo” All well that ends well.

Last part of the last century witnessed disaster. The dissolution of the Soviet Union and socialism in Eastern Europe and all that went with it. But the last days of the centuries saw some victories too. Multilateral agreement on investment has been deferred due to public pressure. Right on the soils of USA the Seattle debacle of US President inspired people round the world to rise up again. During the last days Clinton had to cancel and cut short of many of his visits due to public protests.

Three days from today on 26th march we will celebrate the 29th Independence Day of Bangladesh. You supported our struggle, India supported us. We were supported by Socialist Soviet Union. During the last phase of the liberation war United States sent its 7th fleet loaded with Nuclear Arms. But we won. That spirit of Bangladesh, that spirit of India and that of the peoples all round the world, a spirit not of shameful capitulation but a spirit of honour and dignity, courage, commitment to what is just and fair should be roused and we shall win.

We are not against globalization and a global village. But we are against capitalist globalization, for profit in the interest of Multinational Corporations, Money and Military power. We are for a globalization in the interest of people,so to say a Sicialist globalization, or as Fidel Castro said. whatever name you give, it should be for the people, for mankind and protection of nature,for our earth.

John Lennon, a famous singer who was assassinated in America after a performance imagined about such a world where there will be no exploitation, no hunger, no borders, no wars and everything for Man. He sang.

“No possessions, no need to greed
You may say I am a dreamer,
But I am not the only one
Some day you may join me
And the world shall be one.

Dreams that have been dreamt by millions of billions of people since centuries cannot but come true, Soviet Union is no more but its working class its heroic people and workers and peoples of the world and WFTU is with us. Let us march forwarded in solidarity!

Punish killers of Workers. Arrest hooligans and notorious terrorist gong leader Sumon and others responsible for assault, arson and lootings. Release arrested workers and withdraw false cases against workers. Accept the just demands of the workers to ensure industrial peace.

The GSTUK organized a press conference on 1st July 2009 at 11-30 A.M at Progoti Conference Hall of Mukti Bhaban, 2 Comrade Moni Singh Sarak, Dhaka 1000.Bangladesh

The conference was called in the backdrop of killing of two workers of Ashulia adjacent to Capital city Dhaka . The workers of the S.Suhi Industrial Park Ltd were protesting peacefully against dismissal of workers when the Ansar forces (auxiliary police) opened fire on the workers without any provocations. Hundreds of workers were injured and many were arrested. For the last few days a rein of terror has been let loose by police, hired hoodlums of employers and terrorists serving the vested interest..

The Press Conference was presided over by the president of the Organisation Idris Ali. General Secretary Ruhul Amin read out a written statement and Adviser of the organization Advocate Mantu Ghosh, Vice President Sadekur Rahman Shahin, Asst Sec Tuhin Choudhury, office Secretary Joly Talukder, G.S. Ashulia Regional Committee K. M. Mintu,Habibur Rahman,an worker of Opex factory and brother of Mijanur Rahman, worker of S. Suki who was hit by bullet, Selina Khatun, central leader Nasima Akhter, Mamun Khan Joy, Saifulla Al-mamun and other spoke in the conference.

The labour leaders said that the workers of S.Suki Industrial Park Ltd were on peaceful protest against suspension of 3 workers. On 27th June when the workers raised their demands before the AGM they were assaulted by hooligans hired by management. The workers resisted and at one stage Ansar forces inside the factory fired upon the workers on orders of the factory bosses. One worker was killed and several others were injured. The workers then went out of the factory and orgnised protest demonstrations. The processions were also attacked by police and armed hooligans.

On the next day the workers of the whole area numbering hundreds of thousands came out in the street and organized peaceful procession.

Known miscreants and hired hooligans under the protection of police fired upon the workers and another worker were killed and hundreds were injured. The brutal incidents killing and assault of last 2 days created severe unrest and the workers became furious. Several lacs of garment workers work in Ashulia industrial area and adjacent zones..

Leaders explained that during such situations some corrupt ‘jute’ businessmen (buying wastage from garment factories ,usually muscle men) criminal and terrorists, many of whom are involved in extortion from owners of garment factories (Realize huge amount of money from garment owners under duress. Recently several garment owners and business men have been killed by such mafia groups.) use such situations to organise looting and arson and settling scores with opposing groups. This time too these mafia groups created chaos and anarchy.

The leaders reported that on 28th June Bangladesh Garment Manufacturers and Exporters Association BGMEA called several leaders of Trade Unions of Garment Workers for a meeting to discuss the situation and find a solution out of the crisis. The leaders attended the meeting and GWTUK leaders requested the employers to invite representatives of workers of Ashulia and S.Suhi factory where the trouble started. At one stage of the discussion Mr. Salam Morshedi President of BGMEA declared that the families of the workers who died will be given a compensation of Taka 3 lacs, Proper treatment for the injured will be ensured, no cases will be instituted against any worker for participating in the movement and no worker will be retrenched. He also declared that a joint delegation of BGMEA and trade union leaders will visit Ashulia and make the announcement to the workers to calm down the situation. GWTUK expressed apprehension and said that it was important to take the workers leaders at the plant level into confidence, particularly because mafia groups were provoking anarchy in the area. But the employer’s leaders insisted.

GWTUK leader informed the press that they went to Ashulia on 29th morning with BGMEA leaders and explained to the workers the declaration made by Mr.Salam Morshedi accepting the demands.

Due to the absence of trade unions at the factory level it was very difficult to convince the workers about the commitments of the employers. It may be noted that in most of the factories the workers are not allowed to form trade unions and any such attempt faces retribution by employers such as dismissal, assault by hooligans and arrest by police. In the absence of trade unions workers grievances cannot be solved by bilateral negotiations and quite often spontaneous outburst take place. More over in the past there were several agreements with the employers but the workers were betrayed in the long run. Workers do not have much confidence on commitments given by employers..

During these meeting mafia groups backed by some big political parties were active and they were organizing brick bating, arson and loot in different places of Ashulia. They also ransacked and set fire to large garment factories belonging to Hamim Group.

The worker leader expressed surprise at the accusations made in certain sections of the press that the garment workers set fire to those factories. The leaders stated in the press conference that the owner of Hamin group Mr. A.K Azad in a public statement said that no worker was involved in the arson and attack. The owner said that it was a pre planned conspiracy of a vested interest group who organized the attack. An official of the factory who was present at the place of occurrence also complained of the connivance of police with the criminals who ransacked the factory. He alleged that the police was simple onlooker and even the fire brigade was obstructed and delayed.

Addressing the press conference the workers leaders complained that various party terrorists and mafia group are involved in criminal activities in the industrial area, They also fight with each other to gain control in the area. A notorious mafia boss Sumon belonging to the present ruling party who is also in jute(waste product of garment factory) business has created a rein of terror in the whole zone along with his groups and is now going around with open arms and beating up trade union activist. They are going to the houses of TU activists and threatening their families. Sumon and gong kidnapped Helal worker of PM Fashion Garments, tortured him physically and handed him over to police. Police raided several times the residence of Tuhin Choudhury and K. M Mintu President and General Secretary of Ashulia Regional Committee of GSWTUK, threatened their wives and relatives and ceased hand mike, booklets, D-forms for TU membership, worker Bi-weekly Sramik Awaj and other documents. Police also asked their family member to leave the area immediately. They also threatened that if they do not leave the area soon they will be killed in so called crossfire. Extra judicial killing in Bangladesh is commonly called ‘cross fire’. More than a thousand people have been killed by Army and Police personnel in utter violation of fundamental human rights.After such killings as a routine press notes are issued claiming that a person under custody while being escorted by law and order forces to identify bases or dens of criminals tried to run away and was killed in cross fires.

Tuhin Choudhury a popular workers leader was beaten up and his mobile and money were snatched away. The notorious Sumon waving fire arms at Jampara Road crossing announced publicly that he will kill Tuhin, Mintu and hundreds of TU activists.

The speakers complained that all these things were happening in open day light before the eyes of Police and Government authorities. They also expressed surprise that in certain news papers there were reports that the trade union leaders provoked the chaos and they even quoted intelligence reports. The TU leaders said that it is evident that the mafia groups have questionable relationship with law enforcing agencies, administration and local political elites.

The workers leaders expressed satisfaction that several newspapers were objective in their reporting and informed the readers of the fact that GSTUK leaders tried their best and even risked their life to bring peace and save the factories from the attack of hooligans. The workers resisted armed gangs when the miscreants ransacked the factories.

The leaders of GSTUK demanded immediate arrest of Sumona Bhuian and gong responsible for anarchy in the region and repression on workers.

The trade unions can play a positive role in settling labour disputes peacefully and avoiding sudden outbursts and unrest which hamper production and industrial peace.The garment owners and the Government must realize that it is due to the absence of trade unions that such workers unrest flares up so often.The Gvt. should also take stern measures against mafia groups involved in looting and arson, irrespective of their political affiliation
The GWTUK leaders also called upon all inside and outside the country to come forward in solidarity to garment workers.

CPB President visits Cyclone Aila affected areas

Mazurul Ahsan Khan President CPB has recently visited South Bengal to distribute relief materials and to see for himself the situation in areas affected by cyclone ‘Aila’. He visited Khulna,Bagerhat,Pirojpur,Boithaghata, Jelekhali, Kamarkhola, Gunari, Dakope, Kalinagar, Paikgacha, Koira, Kalra, Mongla, Mothbaria,and Kochubaria from 11th to 15th June. Accompanied by Presidium Member Muniruzzaman, CC. members Ruhin Hossain Prince and S.A,Rashid,President Bangladesh Students Union, Nure Alam Vice Chairman Mongla Upozilla, Nitai Gain V,Ch, Batiaghata, Krishnapada Mondol V.Ch. Paikgacha and other leaders and distributed relief material to the distressed.He also attended several meetings of public representatives, relief workers and cross section of people to know about the situation in the devastated areas and priorities for required remedial measures and preventive actions .

Recalling his experience in 2008, during his visit to cyclone ‘Cider’ affected areas he said in certain areas the effects of Aila was more disastrous. Many barrages were washed away at several points and saline water flooding destroyed crops and sources of fresh water, and water receded slowly or not at all, he said during press briefings. While visiting remote areas by microbus, boats, trollers, motorcycle and by foot he found scarcity of drinking water was very acute The Government, Navy, only few NGO’s, and CPB arranged for transporting drinking water to some remote areas but it was insufficient. While traveling by boat Manzur saw hundreds of people women and children waiting with water containers at different points of river bank and were crying for water. People working for disaster management were unable to reach remote areas and did not have enough training, and facilities and could not realise the urgent requirements of the distressed. In Mongla port area it was for the first time the township was under saline water. As a result ponds which preserve and supply sweet water for drinking were polluted due to flooding saline and dirty water.. People in Mongla depend on rain water preserved in big containers and pots and sweet water ponds for drinking throughout the years. Manzur briefed press men at different places during his whirlwind tour and said that the government should draw a master plan for barrages in the whole region, taking native knowledge of local people into consideration, avoid harmful barrages and reconstruct barrages necessary which should be wider higher and stronger. Millions of people can be employed for construction of such barrages. Manzur said it is a pity that despite experience of the past the government has failed to do much to ensure supply of safe drinking water to people in south Bengal particularly in coastal areas, which is scarce even during normal times. Emergency measures should be taken to provide safe drinking water during normal time prepare authorities of disaster management to ensure supply of sufficient safe drinking water during cyclones and floods..

Manzur expressed surprise at the failure of the government, most NGO’s, political parties and mass media to give due importance to ‘Aila’ devastation. He said a silent climate migration is taking place in the coastal areas of South Bengal. Local people reported that only from Dakope Upozila 50,000 people have migrated to Khulna city. It is also due to environmental migration besides normal urbanization. CPB President commented that while talking to people during Cider in 2007, he could see peoples will to stay back and rebuild life, but after Aila many people were loosing hope and thinking of migration. He said climate change is having catastrophic effect in Bangladesh and due compensations should realized from rich countries responsible for this. Absolute transparency must be ensured and the money should be properly spent in effected areas. He called for a world wide movement for mitigation not only adaptation due to climate change. He also demanded the recognition of right of effected people to migrate to safe places in the countries responsible for climate change.

CPB president visited village Kachubaria in Shapleja Union of Mothbaria Upozilla, Dist. Pirojpur. CPB constructed Pond Sand Filter in this remote village Kachubaria during last ‘Cider’ which is the only source of safe drinking water for hundreds of inhabitants in the area. He also visited Progoti Primary School at the same place which was also established after the Cider. He distributed books and pencils for 300 students of the school. CPB with the financial support of “Hide Bangladesh Welfare Association” started construction of a Cyclone Center at this place after the cyclone Cider. The construction is going on in full swing despite remoteness of the area and bad communication. Though financial and other constraints are quite high, Manzur expressed hope that the construction will be completed soon.

At the last leg of the tour three members of the relief team including CPB President were hospitalized due to severe diarrhea coupled with electrolytic imbalance. Comrade S A Rashid CC. member and General Secretary of Khulna District Committee of the Party and comrade Hazrat Ali narrowly escaped death. Lack of safe drinking water, food, long and arduous journey, extreme weather was some of the causes. All the three comrades had to be admitted in the local hospital and were released after two days.

Demands Acceptance of Their Just Demands.

Leaders of the Communist Party of Bangladesh and other Left Parties strongly condemned the killing of two garment workers and demanded that the Garment Owners and the Government immediately stop repression on workers, give compensation to families of the dead and the injured, arrange for proper treatment, withdraw all false cases against leaders of garment workers and accept the genuine demands of the workers.

The meeting held at Muktangan, Dhaka in the afternoon was addressed amongst others by Manzurul Ahsan Khan President CPB and a Trade Union veteran, Prof. Abdus Sattar of Workers Party (Reorganised), Bazlur Rashid Feroze coordinator of Democratic Left Alliance, Saiful Huq G.S. Biplobi Workers Party, Moshrefa Mishu G.S. Biplobi Democratic Party a leader of Garment workers, Abdul Matin Talukder of BSD, Jonaid Saki of Gonosanghati Andolon, Badrul Alam and Shamim Imam of DLA,CPB leaders Sahidulla Choudhury,President BTUK Advocate Mantu Ghose,Adviser BGTUK and Ahsan Habib Lavlu.

The leaders said that for the last three days Police, Ansars and local hooligans are carrying on repression and assault on workers of Ashulia area. Atleast two workers were shot dead and a reign of terror has been let loose in the industrial area.

The leaders said the owners of garment factories continue to violate labour laws and refuse even to implement tripartite agreements signed by the owners themselves at different times.

CPB President Manzur said owners backed by Government do not allow the garment workers to form trade unions which is a right guaranteed to them according to law,ILO conventions,ratified by the government and numerous agreements. Due to absence of Trade Unions, grievances of workers remain unattended and they pile up and explode often taking the form of revolt. Despite many such events in the past the workers right to form trade unions is continuosly denied.Any attempt to form trade unions as per law faces severe repraisals,victimisation,police actions and assault by hired hooligans. Rising price and low wages, illegal deduction from wages, non-payment of overtime and arrear wages, misbehaviour of bosses including beating and sexual harassment, victimization for T.U. activities, dismissal, retrenchment and closure , physical assault by hooligans are some of the causes which lead to outburst of labour unrest.

Manzur said that the workers never support looting and setting fire to factories and alleged that whenever the workers come out on the streets to press for their demands,mafia groups consisting of hooligans, extortionists and other miscreants also come out on the streets and resort to arson and lootings and settle their scores with garment owners and opponent groups. It is the same mafia who are involved in extorting huge amount of money from garment owners and business circle under duress. Recently several garment owners and businessmen were killed by such mafia groups. It seems the police and the government donot dare to touch these mafia bosses.

CPB President said two notorious mafia dons one in Ashulia and another in Narayanganj openly move with fire arms and no government dare to touch them. On the other hand some times even the government and the owners used those criminals to suppress workers movement. The mafia don of Ashulia openly declared that he will kill Tuhin and Mintu President and G.S of regional committee of Bangladesh Garment Workers Trade Union Kendra.
Meanwhile in a meeting on the 28th evening with the leaders of various TU of Garment Workers the Bangladesh Garment Manufacturer and Exporters Association BGMEA declared taka 3 lac as compensation for the dead and free treatment for the injured and suspension of all repressive measures. But police and local hooligans continue to terrorise.

The leaders of the Left Parties called upon the government and garment owners to ensure all rights and benefits including right to form trade unions and also to implement minimum wage at the rate of tk. 5000 per month ($63). The leaders also demanded punishment for those responsible for setting fire in a big garment factory and action against police for their mysterious role during arson and lootings.It may be mentioned that the highest foreign currency earning industry of Bangladesh being the Garment Industry employs about 300 thousand workers whose average earnings are the lowest in the region.

The discussion on ‘Tipaimukh Dam—No, Asian Highway, Connectivity—Yes’ was set at Progati confarance room of Mukti bhaban of Purana Paltan on Friday.
‘We will have to move ahead in the interest of the people of Bangladesh, not for the sake of opposing India’ said CPB president Manzurul Ahsan Khan
CPB leaders have charged the opposition BNP and its key ally Jamaat of going overboard on the issue of India's controversial Tipaimukh dam project. Besides, they also criticized the comments of the ministers. ‘They have further complicated the situation, CPB leaders said.
‘We will oppose the construction of Tipaimukh dam. But, we will have to counter the political intentions of BNP-Jamaat on this issue,’ said CPB general secretary Mujahidul Islam Selim.
‘The Indian high commissioner has said many untoward things about Tipaimukh dam and ridiculed our experts. We protest these. But BNP-Jamaat is going overboard,’ he said.They remain silent when the US and other Western diplomats talk about Bangladesh's internal issues. So their aggressive attitude about Indian high commissioner Pinak Ranjan Chakravarty seems politically motivated, Selim said.
CPB endorsed Bangladesh's move to join the Asian Highway network project.
‘Only India and Bangladesh are not involved with the Asian Highway. It will connect the entire region. Everyone will have to take advantage of it.’ CPB general secretary said.
Renowned journalist and writer Syed Abul Maksud suspected that the government was playing hide and seek with the people on the issue. He urged the government to specify their position on the issue in a week.
‘It seems that the government has some weaknesses for the dam and they are trying to safeguard someone's interest,’ he said.
‘It can be said beforehand that the report to be submitted by the parliamentary committee being sent by the government to inspect Tipaimukh will not be to our liking,’ said Maksud. The general secretary of BAPA (Bangladesh Paribesh Andolon), largest environmentalists organization of Bangladesh, Abdul Matin, said, ‘It will be nothing but a tour if the parliamentary party goes to Tipaimukh. They should go to New Delhi instead and talk directly with the Indian government.
He asked the government to display the design of the dam and make public the report on the possible impacts the dam would have on the environment and on the people of Bangladesh and India.
He said if a social movement cannot be created on this issue then Jamaat will take advantage of it.
‘This issue should be solved politically,’ said Angikar Bangladesh Chief Engineer Muhammad HilalUddin, calling for a unified movement of the leftist forces against the dam.

Bangladesh is one of the major victims of the global climate change and environmental degradation. As a result Bangladesh, its people and all life forms are under grave threat. It is because of environment-destructive development pursued by the so called developed countries. The west must pay due compensation to Bangladesh for this crisis. Emission of green house gas should be drastically reduced. There should be a fundamental shift from capitalist development based solely on profit to environment friendly development. On the other hand Concrete Steps have to be taken to rehabilitate affected people of Bangladesh particularly those living in the coastal areas. These displaced people also have a aright to be rehabilitated in safe places of developed countries. Specific steps have to be taken to protect ecology, environment, nature, rivers lakes, marsh land water resources and the forests. Urgent and concrete steps have to be taken to produce more of alternative energy.

Speakers at the Round Table on “Climate Change- Peoples Perspective held in Progoti Milanaoton, Mukti Bhaban,Dhaka on 3 May raised the above points.

Presided over by CPB President Manzurul Ahsan Khan the meeting was also addressed by Prof. Muzaffar Ahmed Economist and President BAPA, Hyder Akbar Khan Rono, M. M Akash, Ruhin Hossain Prince, Mongol Kumar Chakma, Dr.Abu Sayeed, Mihir Biswas, Sharifuzzaman, Chandan Shaha Roy.and others.

The initial keynote paper was presented by Ecology and Biodiversity conservation Researcher Pavel Partha. In his comprehensive presentation he said that appropriate peoples and climate-friendly strategy should be adapted by Bangladesh to fight against the dictates, control and extravagance of so-called rich and developed countries. A “national climate change peoples mandate” has to be evolved taking the people into confidence and take into consideration, native wisdom, peoples' sovereignty, traditional culture and practices including those of Adibasis the national minorities.

Partha also stressed that Bangladesh should resist all corporate business, carbon projects and anti-ecological initiatives in the name of climate change by ‘corporate adaptation business’. which may adversely affect our ecology, ecosystem, diversity, health, environment, livelihood and peoples' economy. All steps taken to face climate change, loan and grants by WB, IMF, ADB and international donor organizations should for the same purpose should be thoroughly transparent, must be free prior informed consent and subject to strict scrutiny and democratic peoples control.. He said effective steps have to be taken to protect life and livelihood against the danger of extinction, protect biological diversity, bio-ecological habitat and agro-ecological zones, life tradition and occupation, economic life based on wealth available in the locality and mass history. Partha addressed `Khonar bachan', Khona the historical climate scientist of the continent and focused peoples knowledge and relation with climate ecology. Partha also said so-called mainstream knowledge power structure there is no relation with natural process, this system marked climate also a different-retouched thing, not part of daily life.

Prof. Mozaffar Ahmed thanked Communist Party for organizing the discussion on an important issue like climate change and called upon all forces fighting for the protection of environment to unite. He said urbanization is going on but we do not know how to leave. We are only constructing concrete building with glasses, which needs more electricity. We are blind regarding technology. We should adapt technologies appropriate to our climate and construct buildings which fit in with our weather conditions. Water -logging has become a day to day problem for the south-western region. We have forgotten our traditions,how we used to live with rivers and nature in our country. Once upon a time we had 1200 rivers, now its hardly 250. About 120 rivers keep flowing during dry seasons
Due to excessive greed we have engulfed most of the river side. He said we have bitter experience about Farakka Barrage. In our country we have submerged Rangamati under water by constructing Kaptai Dam for producing electricity. We can therefore easily imagine the severity of the damage which will be caused due to construction of 40 dams in Assam for producing 50,000 megawatt of electricity. Every day people are protesting against these plans in India itself but such news does not find space in newspapers. We want solution of these problems in accordance with UN conventions. He called upon all to speak out in favour of reducing use of chemicals in agriculture against digging of stones in Jaflong, cutting off trees in the tea gardens and destruction of environment in Lauchora. Prof. Mozaffar said that an environment friendly development policy has to be followed and government should take effective measures to realize compensation from developed countries responsible for negative effects on climate. He said we should find out ways and means to face corporate capital.

CPB President,Manzurul Ahsan Khan said, we speak of urbanization but if we look back,centuries of development and urbanisation has lead to destruction of environment.The so called development is already spreading to villages.This will ruin our nature.It is high time we take up the issue of ruralisation. All round development of villages should take place in harmony with nature with the use of appropriate technology. Enough fund and incentives should be allocated for rural Bangladesh so that people return to their village homes. We must breakaway from the development philosophy of the west and make a paradigm shift in this regard.There is no other alternative to make the earth worth living.

Manzur said we are demanding capital punishment for war criminals and Razakars who perpetrated genocide on the people of Bangladesh in 1971. But those who are destroying nature and environment they are pushing the earth and its bio-diversity towards extinction. Those who are responsible for pollution ad degradation of environment are not only killing human beings, but the earth and all its life forms. They are committing a crime which is no less than genocide. We should also build up a united struggle against Environment “Rajakars”.

He said soil, water and trees work as carbon sink but here in Bangladesh deforestation is going on. In 1971 we had 17% forest now it is about 7%. According to UN report worlds largest mangrove forest Sundarbans faces extinction within decades. Soil degradation is going on due to use of chemical fertilizers and insecticides. Every year 25,000 Hectors of cultivable land is being transferred for using otherwise. Rivers, lakes and swamp lands are being occupied or filled up. After independence in 1971 at least 25 rivers have died.. In the capital city Dhaka we had at least 43 canals and 21 big ‘jheels’ or marsh lands. Most of them do not exist now. Water is being polluted. 60% of the pollution is due to industrial waste. Farakka barrage and Tipaimukh dams pose a grave threat to our water resources.

Multinational corporations by their callousness have burnt and destroyed natural gas and natural wealth worth millions of dollars. He said developed countries must go for alternative eco-friendly renewable energy and drastically reduce emission of greenhouse gasses. In Bangladesh concrete large-scale measures to introduce solar, wind, bio-gas etc have to be taken. Quoting Fidel Castro, Manzur said that simple replacement of incandescent bulbs by fluorescent bulbs can save millions of dollars in electricity. He said we have to bring about fundamental change in our culture and life style. We have a lot to learn from indigenous people, adibasis or ethnic minorities who live in complete harmony with nature.
Manzur said if there is an increase of temperature by one degree Celsius 11% of Bangladesh will be submerged under water. Already 250 sq Kilometers in Kutubdia, 180 sq km.in Swandip and 40 sq. km of land areas.in Bhola have gone under sea water. BCAS calculates we deserve compensation to the tune of 50 billion dollars. The compensation money should be spent properly under people’s democratic control.
He said capitalist globalization, consumer culture, and greed for profit, corporate business, production of arms, nuclear weapons nuclear wastes and fallout, senseless extravagance; ‘waste civilization’ etc are responsible for climate change.
Manzur quoted Engels who said “Let us not however, flatter ourselves over much on account of victories over nature. For each such victory it takes revenge…….By no means rule over nature,…. But with flesh, blood and brain belong to nature, exist in its midst.”
He said communist all over the world should be at the fore front of a grand unity and struggle for the preservation of nature, earth and all life forms.

M.M Akash an eminent economist said we want to win over the nature by destroying it. That will be suicidal. If we can approach development dialectically then only we can save nature and humanity at the same time.

Environmentalist Khalid Hossain said the issue has to be taken up politically. Compensation funds should be controlled by people and not by World Bank. He said the 1st option should be mitigation not adaptation. Developed countries should take urgent measures to drastically reduce the causes of climate change.

CPB leader Ruhin Hossain Prince who just returned from cyclone ‘Aila’ affected areas of Khulna, Dakope and Mongla described his experience during relief work. He said cyclone ‘ Cidr’ in 2007caused huge damage in the southern part of Bangladesh. After frequent disasters and recent cyclone ‘ Aila’ people in these areas are loosing hope and think that the danger of areas being submerged under water is very real and imminent. The ensuing budget should provide for short term and long term plans to mitigate the miseries of people living in south-western coastal zone. Relating his experience during relief activity Prince said in the beginning the government relief was not available in many remote areas. People need immediate supply of drinking and fresh water, food and medicines for survival. Most of the Barrages have been damaged. All barrages should come under a coordinated plan and urgent repairs must be undertaken.

CPB President Manzurul Ahsan Khan and General Secretary Mujahidul Islam Selim in a statement further said that as an upper riparian country India will fully control and decide the volume of water flow. If they decrease or increase water flow according to their requirement, Bangladesh as a lower riparian country will face severe draught and unusual flooding in vast areas.

The leaders also said that the dam once constructed for production of electricity can easily be extended for turning it into an irrigation project. A risk will always be there that the Tipaimukh Dam can be turned into a barrage. If India proceeds with such a plan in future it will cause disaster for Bangladesh.

The CPB leaders said that the most important point is that, an upper riparian country cannot interfere with the water flow of any common river without discussions and consent of the lower riparian country. This is the international practice and law. But India has not supplied enough facts and materials to Bangladesh. They did not discuss and obtain consent. The Government of India is going forward with the plan of constructing the dam without consulting with Bangladesh. The statement also claimed that if the Dam is constructed, not only Bangladesh but also environment, nature and people of three eastern states of India will also suffer badly. This is why people of India are also opposing the Tipaimukh Project.

The Party Leaders said that the construction of Tipaimukh Dam will not only be damaging to Bangladesh environment and economy, it will also cause a deep dent in the Indo-Bangladesh relationship which is a matter of great concern. It is very important for the interest of the peoples of both the countries that friendly bilateral relationships prevail between them. It will be impossible to fight imperialist conspiracy in this region without friendly relationship between the two countries. Besides, the imperialists and the vested interest in both the countries always want deterioration of relationship between India and Bangladesh. Imperialism and the dark forces of conspiracy will use the deterioration of relations between the two countries, which will be an obvious outcome if India pursues its policy arrogantly. Indian government will be responsible for such an outcome.

Manzur and Selim in their statement called upon the Indian government to stop Tipaimukh Dam project in the interest of the people of both the countries. At the same time they appealed to progressive and democratic forces of India to raise their voice on this issue. They also called upon Bangladesh Government to take effective bilateral and diplomatic initiatives to stop construction of Tipaimukh Dam. On behalf of the Central Committee of the Communist Party of Bangladesh, on behalf of all the Communists and the working people of Bangladesh allow me to convey to you all on the occasion of the 70th anniversary of the Great October Socialist Revolution our fraternal greetings from the bottom of our heart.

The Great October Socialist Revolution was the most significant event of the present times. This was the first revolution which instead of replacing one exploiting system by another replaced it by a social system free from exploitation. The long cherished dream of mankind, of people all over the world fighting for thousands of years against exploitation and injustice, for happiness, came true.

The 1917 Revolution ushered in a new era. The era of transition to socialism. Mankind entered into history from pre-history. It gave new impetus to toiling people all over the world in their struggle against capitalism. It opened up new possibilities for peoples fighting to break colonial shackles. Struggle of our people against British colonial rule gained new momentum. As a matter of fact breaking of colonial yoke made a real beginning after the October Revolution. We therefore consider that the October Revolution is not only a day of celebration for Soviet people or for Communists and workers of this earth but it is a day of celebration for the whole of mankind,

The Soviet Union has traversed a long and difficult path. A path completely new and unknown to mankind. The CPSU armed with the scientific theory of Marxism-Leninism has successfully lead the Soviet Union throughout its glorious history. Victories of worldwide significance have been achieved.
The emergence of world socialist system has brought about fundamental changes in the balance of forces in favour of peace and progress.

The successes of Socialism especially achievements of Soviet Union is a source of inspiration for the communists and progressive forces of the world.

The present process of Perestroike and Glasnost is drawing the attention and concern of thinking people allround the world. It proves the strength rather than weakness of a society when it is able to face realities, identify shortcomings, overcome the problems arising in course of developments and accelerate all round progress.

Scientific and technological development has made this earth small. Millions of eyes are watching the day to developments in Soviet Union has got its international significances. With every success here people round the world are more convinced about socialism, more confident about the future they are fighting for.

Dear Comrades, our party is fighting in difficult conditions. Our country is in the periphery of world capitalism, with its most rotten manifestations, a country under neocolonialist and ruthless capitalist exploitation, where absolute poverty and famine rein. We are fighting for a national democratic revolution. At present we are engaged in united struggle with other forces for the establishment of democracy and well-being of our people. The October Revolution is the endless source of knowledge and inspiration for our struggle.

Our people will never forget that the country of October Revolution, the country of Lenin was by its side during the most difficult period of its history, during our national liberation struggle in 1971.

The gravest danger to mankind is now the danger of nuclear holocaust, the danger of war. The Soviet Union true to its traditions set by October Revolution whose 1st decree was the decree of peace written by Lenin is at the helm of the struggle against imperialist war mongers, for peace and disarmament.

Prepare for Greater Revolt-Manzur

President, Communist Party of Bangladesh Comrade Manzurul Ahsan Khan called upon the working people to prepare for a greater nationwide revolt. He was addressing a huge meeting of garments workers in Ashulia, Jamgara on 22 May 09. The meeting was organised on the occasion of 3rd anniversary of the historic garment workers revolt in 2006 which shook the country. Presided over by Tuhin Choudhury a leader of the revolt the meeting was addressed amongst others by Advocate Mantu Gose adviser and Idris Ali, President Bangladesh Garment Workers Trade Union Kendra. Manzur said that frequent revolts in the garment sector are due to the fact that the garment workers are deprived of Trade Union and other rights and benefits. As long as the workers in the garments factories are not allowed to organize in trade unions, sporadic revolts and spontaneous outbursts will continues. No power on earth can stop it. It is only the trade unions which can ventilate the grievances of the workers and ensure peaceful settlement of industrial disputes.

He called upon the government to accept the demand of workers to fix minimum wage at taka five thousand. Always the wages and various benefits for Minister, MP’s and high government officials are increased without justification while the worker and low paid employees are continuously pushed into utter poverty. The disparity between the rich and poor is increasing in the society. This is causing spontaneous revolt not only in garment sectors but in all other sectors.

The grand alliance government is bringing everything under party control denying democratic and trade union rights to other.

Manzur alleged that the burden of global crisis of capitalism is being put on the shoulder of the working people. In this situation workers must unite in trade unions to resist such attempts.

Mentioning about the recent defeat of Tamil Tigers Manzur said that it is true that various international forces were trying to use them. But legitimate rights of Tamils must be ensured. All discrimination against them should come to an end. War affected people should be given due compensation and properly rehabilitated, otherwise the people who are distributing sweets today will face another war.

CPB President further said that the ‘Caretaker’, ‘Jote’ of Mohajote government whoever comes to power, the working people are exploited and deprived of democratic rights. On 22 May 2006 only garment workers came out on the street. But today whole people of Bangladesh are being exploited, oppressed and pauperized. To liberate themselves from such a situation all workers including garment workers agricultural workers, peasants, professionals, students, youths, women, adivasis, patriotic entrepreneurs class and revolutionary intelligentsia all together will build up a great nationwide revolt. This revolt will give birth to revolution, socialism and liberation. Manzur called upon the working people to prepare themselves for leading that revolution. The blood of tens of thousands of martyrs will not go in vain.

On the third day of the ongoing pre-poll dialogues between political parties and the government yesterday, the Communist Party of Bangladesh (CPB) told the latter that reforming the country’s body politic will not be possible through ad hoc measures and top down pressure.
CPB also called for decentralisation of state power rather than redistribution of presidential and prime ministerial powers, and warned at the same time that formation of the Truth and Accountability Commission (TAC) ‘might end up being a political compromise bailing out big fishes of corruption’.
Meanwhile, Education Adviser Hossain Zillur Rahman, who spoke on behalf of the military backed caretaker government, said the government is thinking of holding a special meeting on economic matters with major political parties.
“Political reform is an imperative. But, political reforms will not be successful through ad hoc measures and pressure from the top,” said CPB President Manzurul Ahsan Khan during a joint post dialogue news briefing at the Chief Adviser’s Office.
Manzur said political reforms can only be successful and sustainable with widespread support from a politically aware well organised public.
Calling for an immediate withdrawal on the ban on politics, he said honest political parties should not be punished for the misdeeds of a handful of parties which abused power being in the last three governments.
The CPB chief also said a new ‘national charter’ is not required, and if one is to be created, that should be based on the country’s 1972 constitution.
“The distorted constitution must be restored to its originality of 1972. The 1972 constitution is our national charter,” said Manzur, later adding that non-participatory efforts to create a ‘national charter’ will be akin to a limited and shoved down the throat democracy.
He also said although CPB is open to discussions about redistribution of presidential and prime ministerial powers, the measure will not empower the people as it might still concentrate power in the hands of two people instead of one.
“The real issue is empowering the people. That is why concrete and effective measures have to be taken to ensure democratic decentralisation of power,” said Manzur.
Manzur called for strengthening the ongoing anti-corruption drive, but said recent efforts to reach a ‘compromise’ might only end up ‘appeasing the corruptionists’.
“People are starting to think, the anti-corruption drive is being used to implement a certain political blueprint or game plan,” said the CPB president.
He said recently the anti-corruption drive has lost its commitment and integrity by appeasing the corruptionists through handing out concessions to them.
“The initiative to create the truth commisssion could be seen as an effort to save the big fishes,” Manzur quipped.
CPB also demanded allowing of trade union operations, an immediate stop to foreign diplomats’ interference in the affairs of the country, trials of war criminals, and continuation of the Women’s Development Policy.
Manzur said CPB will not buy into any ‘national consensus’ by selling out its ideology, but will support a ‘national agreement on rules of the game’ to end political bickering.

Manzur Demands Full Implementation of CHT Peace Treaty

CPB President Manzurul Ahsan Khan demanded full implementation of CHT Peace Treaty signed almost a decade ago between Bangladesh Government and JSS. Manzur was addressing a public meeting at Rangamati Gymnasium Terrace organized by Pahari Chatra Parisad PCP to observe its 20th anniversary. Presided over by Jotirendra Bodh Prio-Santu Larma, Rashed Khan Menon MP, Pankaaj Bhatchary and others.

Manzur said that Bangladesh fought a liberation struggle against national exploitation but now millions of national minorities are being oppressed and deprived of their legitimate rights. He said CPB is in favour of restoration of 1972 constitution to bring the country on the right track but the constitution should be amended to ensure constitutional rights of national minorities. He said the Pahari or Jummo nationalities (national minorities of Chittagong Hill Tracts) as well as national minorities in the plains are subject to discrimination, repression and harassment. Their lands are being illegally occupied and deforestation is causing displacement and destitution. Leaders of Adibasis like Alfred Soren, Piren Snal, Choresh Risil, Abdur Rashid, Kalpana Chakma, Satyaban Hajong and many others have been killed or kidnapped. Manzur said this meeting of the PCP started with our singing of national anthem and hoisting of our national flag. Paharis are no less patriot than Bengalis. Paharis are in no way a threat to the independence and integrity of Bangladesh. Unfortunately it seems that the CHT has been turned into a military cantonment. He said the threat to our sovereignty come from the US and its lackeys who have entangled Bangladesh in unequal treaty. They are trying to establish hegemony in the region and carrying on Naval Exercise in the Bay of Bengal and Indian Ocean. Myanmar and India are claiming ownership of Sea Blocks earmarked by Bangladesh to explore oil and gas. Our Army, Navy and Military should go to places where our independence and sovereign authority on our natural resources are under real threat.

Addressing a workers meeting of the CPB Rangamati District Committee in the evening presided over by secretary Anupam Barua Manzur said the Communist Party should be the champion of the cause of both Paharis and Bangalis. We are against chauvinism of any kind. We want peace, friendship between all communities and eco-friendly development. We are against foreign intrigue in the Chittagong Hill Tracts region. Our Army was born out of the glorious armed liberation struggle. We want our Army to play its due role with courage and dignity. Its foremost duty is to fight foreign aggression. Army is not meant for police duty. Manzur said we don’t want to see Rangamati as a war field but as one of the most beautiful tourist spot earning a big amount from a well developed and eco-friendly tourist industry. He demanded a separate Education Board for CHT so that the special needs of the Paharis and also the Bengalis could be addressed. The President of the meeting demanded construction of a 250 bed Hospital and a University. He expressed surprise that the local Awami League though a party to peace accord is in reality working against the treaty along with BNP and Jamat.

A Garment Workers Convention held in Dhaka at Tazul Milonayatan demanded repeal of black labour laws and introduction of Taka Five thousand (about 70 US dollars).

Manzurul Ahsan Khan a veteran trade union leader and President of Communist Party of Bangladesh supporting 2 points demand said that existing labour laws have deprived the workers of Bangladesh of rights and benefits even guaranteed in 1926 labour acts introduced during colonial rule.

He said workers movements can never be surprised by black laws in contravention of ILO Conventions ratified by Bangladesh Government. He said that workers revolt and violence on the streets particularly in the garment sector is due to absence of trade unions in most of the garment factories. It is the trade union which can take up the grievances of the workers, resolve the problems after negotiation with the employers.

He said the newly elected government is busy in enhancing wages and benefits for Ministers, MP’s and high government officials. Government seems to have no headache for the enhancement of workers wages who enhancement of workers wages who can hardly manage two square meals with the present meager wages.

He said employers are never punished for violating laws ensuring benefits to workers and safety at work place. Manzurul Ahsan Khan a veteran trade union leader and President of Communist Party of Bangladesh, speaking at a huge May day rally said that working class of Bangladesh has been betrayed, deceived and continue to be ruthlessly exploited and deprived of fundamental trade union and human rights.

Worker of Fulbari Upozilla under the district Dinajpur organized huge procession in the morning of 1st May and paraded the streets of the town culminating in the Shahid Minar where a huge public meeting was organized. The meeting was addressed by leaders of workers of Barapukuria Coal Mine, power plant, hotel, restaurant and transport workers etc. leaders of peasant, agricultural worker, students, youth and women organizations, also spoke in solidarity.

Manzur said on the very May Day the workers of Bangladesh has been deceived. It has become a holiday for the rich. Though it is a government holiday since 1972, after independence majority of workers in Bangladesh do not get a paid holiday on this occasion. But the President, ministers, all civil and military officers enjoy paid holiday on this day stained by the blood of the working people.

Manzur mentioned that in 1886 during the Mayday struggle the main demand was 8 hour duty. Almost a century and a quarter have passed but most of the workers are compelled to work for 12, 14 or 16 hours a day despite laws forbidding work exceeding 8 hours. Many workers do not get weekly medical or earned leave according to law. The new government is busy in enhancing the ways and benefits for ministers, MP’s and civil and military officers but the workers demand for a living wage, wage-commission, minimum wage board and dearness allowance have been ignored. Despite Laws worker are deprived of trade-union rights. Job-security and safety at work places.

Manzur called upon the workers to build up strong and united trade union movement for defending their rights and development. He said according to election the newly pledge elected government has failed to reopen a single factory closed down due to W.B. prescription. In reality more factories have been closed down. CPB President said that people of Fulbaria had to sacrifice life of several friends to compel the Government. To commit that open pit coal mining which will displace hundred thousand people will not be allowed. He said 38 years of independent Bangladesh has proved that the bourgeoisie has failed to ensure democracy, development and peoples’ well being.

Manzur said history demand that the workers and toiling masses of Bangladesh take up the reins of the country. Toiling people must rise to the occasion and prepare itself for the accomplishment of this historical task. Failure of working people, communist and left democratic forces will pave the path for an extremist fascist take over.

CPB President Manzurul Ahsan Khan has said crisis of water, electricity, gas, continuous price hike and unemployment and such other problems faced by people demand solution on an emergency basis. He said high expectation after the land slide victory of the AL led government has already been frustrated and now people are coming out on the streets, Jamat BNP and other extremist forces are trying to use the public discontent to regain their lost positions. Manzur called upon all left and democratic forces to champion the cause of the people and build up a left democratic alternative. He said the left should fight against the failures of the 14 party government and also expose the Jamat, extremists and their allies who are largely responsible for the present situation.

Manzur was speaking in series public meetings held in North Bengal including Sirajganj Town, Kamarkhand, Belkuchi, Bogra, Shariakandi, Manda, Naogaon, Rajshahi and Fulbari-Dinajpur from 26 April to 2 May.

The CPB President also called upon Sheikh Hasina to come out in public if she is under pressure and threat of any ominous circle. He said it is the people who brought her to power. The same people will build up mass movement so that the elected government can assert its power in favour of the people. He also said CPB is ready to fight side by side with the 14 party alliance along with the people of Bangladesh against threats to democratic process, authority of an elected government and sovereignity of the country.

He condemned extra judicial killings in the name of so-called cross-fire despite assurances given by the present government. Manzur expressed concern about the news of the death of more than 16 BDR soldiers while in custody or committing “suicide”. He said people and families of the victims of the massacar want open and fair trial and punishment of the real culprits and their God Fathers within the country and abroad.

The CPB President was speaking at a memorial meeting organized by the party at the Central office in the afternoon today 24th April 2009 to pay homage to 7 martyr comrades who were brutally killed by police in Rajshahi Prison Ward popularly called ‘Khapra Ward’ on this day of 1950 at the orders of the Pakistan Government at that time Comrade Kamparm Singh, Delwar, Sudhir Dhar, Hanif, Bijon Sen, Sukhendra and Anwar Hossain were killed by random police firing in the locked up ward and many were injured. US imperialism is creating chaos and anarchy in South-East Asian region to find an excuse for intervention said comrade Manzurul Ahsan Khan while addressing series public meetings in Sylhet, Sunamganj and Sarail-Brahmanbaria from 16th to 18th April 2009 organised by the Communist Party of Bangladesh. Manzur said,caught in a deeply rooted socio-economic crisis unprecedented in its history USA is trying to establish its hegemony in strategically important areas and regions rich with energy, minerals, water and other resources.

US imperialist trained and Armed the Taliban terrorists with the support of Pakistan against Afghan people and now they are carrying out military operations in Afganistan and Pakistan for eliminating the same talibans. Similarly U.S is using parties like Jamat e Islam and other religious communal, fundamentalist and terrorist forces as 5th column to create chaos and anarchy in Bangladesh so that US and its lackeys could intervene on the pretext that Bangladesh has become a failed state. It is not surprising that the US Ambassador in Bangladesh has officially filed a written protest to Bangladesh Government against temporary ban on a notorious Jamat leader from going abroad due to his alleged involvement in the recent mutiny in the countries border security forces BDR. USA also supported Jamat during the liberation struggle in 1971 when its leaders and activists participated in the genocide.

Addressing the meetings drawing huge crowds Manzur said that the bomb attacks, recent mutiny and BDR Mayhem in Bangladesh, terrorist attacks in Lahore in Pakistan, Mumbai in India and also in Srilanka and Nepal are all directed to destabilise, create anarchy and provoke distrust and conflict between countries of the region. USA is trying to fish in troubled waters and use one country against another with the ultimate aim of weakening them and establish its hegemony.
The emergence of China and India as formidable economic power, Iran’s independent role and Russia re-asserting itself as a super power opposing expansion of NATO and exploitation of resources of former Soviet Union, a strong urge for economic cooperation between countries of the region, stand in the way of US plot in the region. Manzur said it is very interesting that big political parties belonging to the ruling bourgeoisie class either accuse ISI of Pakistan or RAW of India for conspiracy against Bangladesh but never mention USA. But it is USA which opposed our struggle for independence. It is USA which occupies Iraq or Afghanistan, threatens Iran, DPR of Korea and continues to support Israeli aggression in Palestine and the Middle-East. US imperialism is neither pro- India or pro-Pakistan it is Pro-USA and also against the people of India and Pakistan. US imperialist cleverly drags the ruling clique of both these countries into its dirty conspiracies.
US imperialism is desperately trying to achieve maritime supremacy in the Bay of Bengal, Indian and Pacific Ocean. The strategic importance of the Bay of Bengal and huge resource potential is at the roots of the competition to gain control of the sea. Bangladesh has demarcated 28 blocks in the sea for exploration of gas and oil. But already India and Myanmar have chained ownership of many of those blocks. United States has already proposed its participation in guarding the sea borders. Bangladesh is already bound by several unequal treatises with USA which undermine the sovereignty of the country. Manzur called upon the government to place all pacts and agreements in the Parliament and seek public opinion for review of the same.

Communist Party of Bangladesh Observed local government empowerment day throughout the country on 13 th April. The day was marked by meetings and demonstrations in different district and upozilla head quarters.

In Dhaka the party organized public meeting at Muktangan and later a procession marched through the streets of the city center. Comrade Manzurul Ahsan Khan who presided over the public meeting demanded repeal of proposed law which he said has greatly curtailed the rights of the chairman of Upozilla Parishods and made it mandatory to take the consent of the local M.P in all matters. He said in his speech that if we want to take democracy to the door steps of the people democratic decentralization and empowerment of the local government is essential. He alleged that the government has departed from the spirit of the constitution by curtailing the power of upozilla chairman. Manzur said MP’ocracy has been imposed instead of democracy. He said the political elites of the ruling class and beurocracy always obstruct efforts towards democratization and decentralization. The meeting expressed solidarity to the demands put forward by united platform of elected leaders of Upozilla Parishad.

Organise mass resistance against domestic and international Conspiracy

Manzurul Ahsan khan President of Communist Party of Bangladesh has called upon the people to organise mass resistance against conspiracy launched by domestic and international reaction in the country. Addressing large public meetings in Perojpur and Bogra on 5th and 8th April Manzur said that the defense system, democracy, independence and security of Bangladesh is now under serious threat. The demand of the time is to unite broad masses to organise resistance against the conspiracy of the evil force. But the ruling Party Awami League and its affiliates are busy in factional strife and clashes. Group fightings within the Students Leagues at different places have already taken a toll of several students killed,hundreds injured and resulting in the closure of 35 educational institutions, including university, medical and technical college. Education of thousands of students has been disrupted. Many ruling party cadres are now engaged in illegal extortions,forcible control of business and contracts. Prime Minister Sheikh Hasina herself mentioned that her administration has come to a stand still. On top of it a renowned columnist has said that though Shikh Hasina is the prime Minister the government is actually run by a particular circle.

Speaking about the recent Mutiny at Peelkhana the BDR Head Quarters (Bangladesh Border Security Forces) and the brutal killing of more than 50 senior Army officers and members of the security forces Manzur said that it is now clear that the mutiny was not a spontaneous revolt but a part of a deep set conspiracy against the security of the country.

We know very well who were against our independence in 1971, USA is very active to establish its hegemony in our region.They want to contain China and countries in the region having huge economic potentialities given a situation of peace and cooperation. Imperialists and their lackeys are using various forces within and outside the countries to create chaos, anarchy and instability. US imperialism is also instigating distrust, disputes and conflicts and clashes in the region. They are also using “fifth columns” , dark forces of reaction, all kinds of fundamentalists and terrorist in the region to undermine the security of these countries and create a “failed state” situation. US imperialism has used the Talibans and their activities in Afghanistan to find an excuse to virtually occupy Afganistan. They are also using Jamat-e-Islam and other fundamentalist and religious communal forces to create such a situation in Bangladesh.

The present US ambassador has recently gone out of his way in filling a written protest to the government against barring a Jamat leader alleged to be involved in recent massacre, from going abroad.He said that the government should immediately declare him as persona non grata for his reapeted interference in the internal matters of Bangladesh.

Manzur said the present government, knowing everything has invited FBI to enquire into the BDR mayhem. FBI serves the interest of US imperialism. FBI has deceived the world by giving false information about weapons of mass destructions in Iraq only to facilitate US war against the oil rich country.

Manzur called upon Sheikh Hasina to take lesson from history and take drastic measures against the scoundrels within his party and mobilise broad masses against the dangerous conspiracies.

He said the enquiry into the Peelkhana incident should be impartial, fair and transparent and the killers should be tried and punished in an open, and public trial.

He called upon the government to give attention to the problems being faced by the people. Problems of price rise, economic crisis due to global melt down, scarcity of water and electricity, unemployment, grabbing of land belonging to minority religious communities, adibasi’s or national minority, environmental disaster and climate change.

Manzur said A.L is ruling the country since 3 months. But within this short time the high expectation of the people seems to have been been betrayed.

CPB believes only left democratic and patriotic alternative ready to consistently fight against imperialism, communalism and plundering and parasitic capitalism can bring about a meanigfull change.

Comrades in the Presidium, dear delegates to the 8th Congress of CPN-UML and fraternal delegates I bring you revolutionary greetings from the Communist Party of Bangladesh and all left and progressive forces.

We congratulate you on your great victory against monarchy and for the establishment of a secular democratic and Federal Republic.

Communist and left progressive forces in Bangladesh take pride in the great achievements made in Nepal where your party played a pivotal role. We know your party was the first to gain state power and start a meaningful democratic process. The fact that the victorious red flag with hammer sickle flies over the highest mountain, the Himalayas and the fact that the Communists lead the government here is a source of great inspiration to communists in Bangladesh and other countries of the region. It gives us confidence in the future of revolutions in our countries. Every revolution round the world has shown us that there are many ways and forms of revolution and many a ways towards socialism and we should be able to creatively use every situation every turns to advance towards progressive and democratic changes.

We know very well that the enemies of the people, the Imperialists and their allies and reactionary forces within the countries never sit idle but continually conspire against progressive changes, create distrust, disunity, hostilities, split amongst people, communities and progressive parties and make desperate efforts to come back to power.

In Bangladesh we achieved our independence after a heroic armed struggle and framed a democratic (1972) constitution within a short time with four fundamental principle namely Nationalism, Secularism, democracy and socialism. Reactionary forces from within and outside conspired, governments were overthrown, leaders were assassinated, military dictatorship was imposed on several occasions and many changes have been brought about in the constitution and two fundamental principles like secularism and socialism has been abandoned.

In Bangladesh in the recently held Parliamentary election the more right forces along with their religious communal and fundamentalist allies were defeated which is a positive development. But we know that US imperialist and their global and regional allies are conspiring to establish their political, economic and military hegemony in the region. The Indo-US nuclear deal and strategic partnership between US, Israel and India, as comrades from India mentioned in their speech not only pose a danger to India and its people but also to countries of the region. The diktats of the World Bank, IMF and the “donor countries” in the name of structural reform, deregulation and privatization and so called open market economy have created havoc in our economy causing de-industrialisation wide scale unemployment, peasants loosing land, comodification of education and health care, homelessness uncontrollable price rise, poverty, hunger and pauperisation.

In the face of unprecedented crisis in the citadels of capitalism since 1930’s the philosophy of Market economy and the present version of Capitalism are being challenged. The governments in these countries have now started to intervene in the economy and nationalizing losses while privatization of profit continues.

Despite changes for the better in recent elections in Bangladesh our party is of the view that to overcome the existing crisis a revolutionary democratic change of the society will be required. A left democratic alternative consistently fighting against Imperialism, plundering capitalism and communal fundamentalist forces as opposed to capitulation and vacillation of bipolar bourgeoisie politic, can bring about a meaningful change.

The US state terrorism has become the greatest danger to humanity. In our region they are desperately trying to establish their hegemony and contain china. For this US resort to open pressure, covert action, to de-stabilize, to make the countries fight each other, provoke trouble and use dark forces of reaction including communal religious fundamentalist to weaken the countries and entangle them in unequal treatise undermining their political and economic independence.

The regional and global onslaught capital has to be fought back with regional and global action of Labour. To fight back imperialist aggression Communists within every country and every region and throughout the world must unite and mobilize progressive, patriotic, democratic and peace loving forces.

Manzurul Ahsan Khan A Short Profile

Manzurul Ahsan Khan (Manzur) was born on 28^th September 1945. His father Late Abdul Wares Khan was a senior government officer reputed for his honesty and efficiency. His mother Late Badrunnesa Khanum was a very caring house wife, looking after a big family of 10 sons and two daughters, including brother in laws, sister in laws, and other relatives.Manzur lived with his parents in Kolkata before partition of India later in Dhaka, Chittagong and Rangpur for a few years when his father was posted in those places. His permanent residence is in Dhaka where he lives now and spent most of his life. While still young during his school days he took an active and leading part in various social and cultural movements and organisations, such as local clubs,Mukul Fauj,Khela Ghor,Cubs, and Scouts etc.

Manzur became interested in Marxism Leninism during his college life when he came across some Marxist literature including the Communist Manifesto. He also got involved in the country wide student movement for Educational reforms in 1962,when the country was under martial law. At that time he was a student of Notre Dame College. He also led student movements in that college.

During this time he came in contact with the Communist Party of East Pakistan and joined the party which was banned and working underground during the whole Pakistan period 1947-1971.When in 1964 religious communal riots broke out he participated actively in the resistance movement along with democratic progressive and peace forces. While still a student he also started party and trade union activity amongst industrial workers. He worked amongst workers of press, match factory, hotel and restaurants, road transport workers and amongst workers of unorganized workers. He was elected President Ujala Match Factory Workers Union, General Secretary Hotel Inter continental Workers Union, Chairman All Pakistan Hotel Intercontinental Workers Federation and President of Dhaka District Road Transport Workers Union and some other unions. He was also one of the founders of Bangladesh Trade Union Kendra (Center) a national trade union federation and Udichi Shilpi Goshti, a renowned and progressive national cultural organization.

Manzur actively participated in the national movements for democracy, economic ,social political and trade union rights, against US backed autocratic,bourgeoise-feudal ruling class, their exploitation, repressions and discrimination perpetrated on the people of Bangladesh.

During the struggle for the independence of Bangladesh in 1971 he participated in the war with arms in hand as a Commander of Special Guerilla Force organized jointly by the Communist Party of Bangladesh, National Awami Party NAP and Bangladesh Students Union.

After the victory of the freedom struggle of Bangladesh, the ban on the Communist Party of Bangladesh CPB was withdrawn and the party started functioning openly. Manzur was elected member of the central committee and the secretariat, the highest leadership of the party, at the 2^nd congress of the party in 1973.

Manzur was also elected joint secretary of Bangladesh Trade Union Kendra at its first Conference in 1972. He played a leading role in the trade union movement and fought in defense of workers rights and interests while fighting against plunder and corruption in state sector industries, for increasing production, productivity and efficient running of the industries. The examples of industries where he and other CPB comrades led the Trade unions, set the direction of constructive and revolutionary trade union movement in independent Bangladesh.

Comrade Manzurul Ahsan Khan fought relentlessly to materialize progressive measures taken by Awami League Government lead by Sheikh Mujibur Rahman the founding leader of Bangladesh.At the same time he also organized mass movements against failures of the government, rampant corruption and atrocities, and in defense of the interest of the toiling people. After the brutal assassination of President Sheikh Mujib and ultimate military take over Manzur along with many other party comrades and democratic leaders and activists were forced underground. Many were arrested.

During the Military Dictatorship and authoritarian rule M.A Khan played a leading role in the struggle against right wing reactionary forces, against the assassination of leaders ,and reactionary take over, for democracy, freedom, human and trade union rights. He was also one of the founders of SKOP (A broad alliance of national trade union federations) founded during 1980’s when the country was under Martial Law. He lead and actually was the key figure in many nationwide trade union movements including the massive uprising of garment workers in 2006 and their struggle for a living minimum wage during the last part of 2010.He also organized Its national conference of Working Women and was the key person in framing a 10 point national charter for the working women. He played leading role in uniting democratic political parties against autocratic rule, including Gonotrantic Oiko jote, 10 Party Alliance, and 15 Party Alliance. Manzur led many trade union and political movements and was arrested several times or forced underground. He was also arrested along with other national leaders of the 15 Party Alliance and kept in military dungeon where he had to face military interrogation under duress.

When Soviet Union was dissolved and liquidationists in CPB leadership wanted to liquidate the party MAK fought in the fore in defense of Marxism-Leninism and the Communist Party. Virulent campaign was launched globally and nationally against socialism, and people were being told that it was the end of civilization.Manzur fought consistently against capitulation and conspiracy with in CPBto liquidate the party.Despite the anti Marxist role of most of the party leaders Manzur took an independent stand in defense of Marxism-Leninism and Socialism.Manzur was suspended from the party. He organized a joint statement by leading communists and left leaders and brought out a historic demonstration on the streets of Dhaka boldly declaring that the struggle for socialism will continue. This was significant for upholding the ideals, struggle and moral of all left and progressive forces in the country. He also united communists and left leaders of the country in ‘Socialist Forum’ for campaign in favour of socialism and against imperialism, and bourgeois vilification of communist and progressive movements.

He played a leading role in rebuilding the CPB after the debacle and was elected President of the party in its 7^th Congress held from 7th to 9^th March 1999. He was re-elected President in the 8^th Congress held from 6-9 May 2003 and 9^th Congress from 7-9^th august 2008.

He was one of the founders of Left Democratic Front formed on the basis of unity of 7 leading communist and left parties

Manzur is one of the proponents of independent ,revolutionary and creative role of the Communist Party, Communist unity, idea of a left democratic alternative, left democratic alliance and broader unity of left Democratic and patriotic forces. He considers it very important for the communists to be able to build up and participate in broad mass movement on single or several common issues.

He played an important role in numerous mass movements against plundering capital, religious-communal and fundamentalist forces, imperialism, plunder by World Bank, IMF and multinationals. His role in peace and solidarity movements in support of peoples fighting against US imperialist aggressions and wars, for democratic and human rights, rights of religious and national minorities and on gender and environmental issues is well known. He is a relentless proponent of a fundamental shift in the development paradigm and for an eco-friendly development strategy.

MAK writes regularly in party weekly and daily news papers. Participates in TV talk shows, seminars and round table. His first book history of Russian revolution was published in 1967.The 4^th print of the book has been released recently. He is also author of several booklets on various issues. MAK is married. His wife Tazim Sultana is a listed artist in the Radio and TV singing Tagor’s song. His daughter is an author, and son is in business.

MAK visited several countries of Asia, Africa, Europe, America and attended many international conferences, seminars and symposium. He was elected to various committees of international organizations. He was awarded Dimitrov Centenary Medal by the Bulgarian Parliament during the World Peace Parliament held in Sofia; Bulgaria.Manzur is also Vice President of Bangladesh Peace Council.

Manzur’s ancestral village is in Islampur, Jamalpur on the bank of the river Jamuna. He frequently visits his village home and loves to keep living link at grass root levels with peasants and workers. He also organizes social programmes to alleviate poverty, eliminate illiteracy and spread education. His humanitarian activities along with other party comrades and social workers during natural calamities and disaster are well known.
